Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as managing preparedness, planning, training, and exercise activities for an emergency response program pursuant to the National Response Framework, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and other relevant environmental rules and regulations.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of environmental protection principles as they apply to response and mitigation of accidental or deliberate releases of hazardous materials.
Knowledge of principles, concepts, practices, methods, and techniques related to emergency management, preparedness, and environmental emergency response within the scope of the National Response System.
Ability to apply appropriate program evaluation and measurement techniques to assess the extent of compliance with environmental rules and regulations.
Ability to lead others.
Skill in communication sufficient to interact with officials of other federal, state, Tribal, and local agencies in both routine and highly charged response situations.
Knowledge of the National Incident Management System (NIMS) Incident Command System (ICS) principles and doctrine.
Ability to prepare and conduct briefings, lead meetings, develop and present training, and write reports, plans, and letters.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
