To serve as system administrator, computer specialist, and database manager for the Joint Operations Coordination Center (JOCC). Provide automation support for the JOCC and the Crisis Action Center (CAC). Provide administrator and/or user support for the primary current operations systems within the J3 including the Mission Information Management Systems.

Duties

Administers information systems and databases in the JTF North JOCC. Recommends selection and installing of new computer systems and data management software. Administers the computer security program. Provides training and assistance to customers.

  • This position has been designated as Non-Critical Sensitive. The employee is required to obtain and maintain a Secret clearance as a condition of employment.
  • Work may require short notice travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations.
  • Employee may be required to work non-traditional duty hours and/or be “on call” after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice.
  • Shift work may be necessary during exercises, crises, or contingencies.
  • No PCS cost is authorized

Qualifications

In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes Examples of specialized experience includes: Utilization of computer equipment, internal computer processes, application and utility programs, and magnetic media; Applying multi-layered computer program and data problem solving to ensure the implementation and processing required to establish and maintain the common operational picture required by the parent organization, and it's interagency, law enforcement agency partners. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, USNORTHCOM, and JTF North automated data processing and networking standards, policies, and techniques. 2. Knowledge of computer hardware and software systems and their interfaces; and higher-level programming languages. 3. Knowledge of data content and output options for a variety of administrative, analytical, and/or technical program applications that are processed on any of several multi-program operating systems. 4. Knowledge of facility environment and infrastructure to support computer systems. 5. Knowledge of management of classified materials. 6. Ability to use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer systems. 7. Skill in training prospective end users and understanding mission planner requirements in development of their unique UDOP requirements based on the threat and operational environment. 8. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
