You will serve as a TELECOMMUNICATIONS MANAGER in the Advanced Capabilities and Development Department (N9) of COMMANDER UNDERSEA SURVEILLANCE.

Duties

You will confer regularly with the N9 leadership and Program Authority to assure understanding of and responsiveness to objectives and priorities. You will represent the N9 in in-depth negotiations with partners and stakeholders. Engage in intensive coordination and facilitation of discussions and negotiations with critical program partners at senior staff levels. You will lead a large, functionally diverse and geographically dispersed team of subordinates, including contractors and vendors, in the daily performance of assigned program functions. You will serve as the Government Contracting Officer Representative (COR) in support of N9 acquisition activities. You will plan work to be accomplished by subordinates, set and adjust short-term to long-range priorities. You will regularly brief the N9, Program Authority and other DoD and OGA partner representatives as to the status and progress of all assigned program functions. You will identify and arrange team members developmental and training needs.   • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final top secret (SCI) security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing projects or programs by providing technical direction to improve telecommunications concepts and technology in achieving and maintaining operating standards and objectives.
