The primary purpose of this position is to exercise first level supervisory and managerial authorities over the NAF Resources (NAF Accounting Offices) for JBSA-Randolph, Lackland, and Ft Sam Houston.

Duties

Performs non-appropriated funds (NAF) financial oversight for the installation financial manager (FM) including professional accounting and audit reviews of AF Services financial programs; prepares a variety of reports and related documents. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops and conducts local internal control reviews (ICRs) of Services NAF activities; conducts higher headquarters developed management control reviews (MCRs); and performs a variety of other oversight tasks related to financial planning and administration of accounting systems covering operations and expenses of supported Services activities. Tests and monitors cash controls to ensure they are functioning properly and coordinates annual impartial inventories. Reviews cash controls and conducts surprise cash counts in Services installation activities. Verifies activity managers have performed required cash counts. Reviews NAF and APF budgets of all supported Services activities/programs, such as bowling center; child development center; athletic and youth programs; lodging; and officers, collocated, and enlisted clubs. Evaluates the income and expense budget based on historical data, current trends, economic forecasts, local financial goals, and MAJCOM/Air Force goals and objectives.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent will be required to travel across the JBSA locations frequently to include on a daily basis to check work in progress of subordinates and assist any accounting or personnel issue that may arise; may require use of private owned vehicle
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of direct technical work performed in the JBSA NAF Accounting Office and is responsible for executing and integrating all financial advisory services, logistical, financial management, internal controls and resource protection management for the highest revenue-generating Services operation in the DoD, an operation encompassing over 300 facilities, with over $9.0M in liquid assets and $55.5M in property, plant and equipment. The operations of the FSS programs are scattered throughout the JBSA area, including Lackland, Camp Bullis, Randolph, and Fort Sam Houston. Incumbent commutes weekly to the 30 + geographical locations for program needs. OR EDUCATION: Applicant must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such business administration, finance, or public administration. NOTE: You must submit copies of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the professional principles, theories, techniques, and practices of generally accepted accounting principles and standards. Knowledge of laws and regulations governing non-appropriated funds (NAF) and appropriated funds (APF) accounting procedures. Knowledge of NAF, APF, and common small business practices' accounting principles and procedures such as payroll, purchases, sales, services and automated data processing software programs and capabilities used to accomplish budget/funding tasks. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and make oral presentations on the budget, and conduct budget-related training to a variety of audiences. Ability to use computer operations, electronic communications, spreadsheet analysis, and database creation and utilization to prepare reports, schedules, and statements. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
