BLM is seeking a dynamic individual to join the team to serve as an Outdoor Recreation Planner in the Montana/Dakotas State Office, North Central District, Upper Missouri River Breaks National Monument located in Fort Benton, Montana. We expect to fill one (1) vacancy at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Prepares recommendations regarding the goals, objectives and plans for all aspects of the public recreation and related access programs in the field office area. Evaluates work accomplishments to ensure that recreation program activities are compatible with recreation resources. Develops public relations programs with general public to facilitate community support and involvement in recreation management. Implements a special recreation permitting program, and monitors permitted activities that may have an adverse impact on the environment. Recommends the allocation and utilization of funds and personnel to accomplish the recreation/ wilderness portion of the resource area Annual Work Plan (AWP). Identifies needs for and ensures that maintenance of developed sites Is adequate to protect human health and safety, ensures that facilities exist for their expected duration and present a positive public image of the Bureau' s recreation program.

In addition to meeting the Individual Occupation Requirement listed in the education section, you must meet qualifications below: For GS-7: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: performing basic fact finding by collecting data from surveys and inventories using standardized sampling techniques; gathering facts and supporting material for inclusion in environmental and project planning documents; assisting in the collection and compilation of data on recreation-related topics such recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc.; entering, manipulating, updating, and maintaining recreational data in automated systems according to standards. -OR- Education: one (1) year of graduate-level college education in a field directly related to the position that includes coursework as indicated above, or have earned a Bachelor's degree with Superior Academic Achievement (see OPM's General Policies, Application of Qualification Standards Section 4.f.). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and include coursework as indicated above. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate-level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position and include coursework as indicated above. For GS-9: You must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: conduct inventories and studies to determine recreation visitor use & site suitability; prepare recreation activity plans; work on environmental assessment projects related to recreation activities; process special recreation use permits including supervising events & performing compliance monitoring; coordinate the planning, operation, fee collection, & maintenance of developed campgrounds & trail heads. -OR- Education: You must possess two (2) full years of progressively higher-level graduate education leading to a degree in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11: You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of an Outdoor Recreation Planner. Examples: coordinating recreation program activities with government offices, private organization, and the general public; monitoring and inspecting the operation of public use site, permit programs, concessionaire operations, facilities, etc.; reviewing and implementing recreation program policies, standards, methods, controls, and procedures; researching and compiling data on recreation related topics such as recreational use, commercial use, visitation, recreation values, environmental impacts, funding, performance, etc.; monitoring segments of an operating budget for a recreation program, regularly reporting on status to management. -OR- Education: To qualify based on education you must have 54 semester hours of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR- Combination of Education and Experience: Applicants may also use an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of 36 semester hours of may be combined with experience.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is primarily sedentary. However, there may be some physical exertion such as walking; hiking; standing; bending; carrying of items such as books and backpacks; driving an automobile or off-highway vehicle; operating a small boat, etc. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required. The position may be required to visit field sites where risks may include exposure to inclement weather and potential injury from falls, strains, bites, stings, etc. The incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or designated by the Safety Officer.

Education

Individual Occupational Requirement:
This position has a positive education requirement. In addition to the qualifications above, you must meet one of the following:

Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.

Specialized Experience: Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include:

  • Ability to deal with people of differing backgrounds and behavioral patterns.
  • Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
  • Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve.
  • Preparation or review of plans and programs for natural resource utilization and recreation area development.
  • Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
