Duties

Serve as a Team Leader with responsibility for leading the work of the team. Provide on the job training to employees in accordance with established procedures and practices. Perform price and/or cost analysis for a variety of procurement actions. Consult with contractor personnel, engineers, auditors, and administrative personnel to determine that pricing, make-or-buy decisions, and all cost impact decisions are in the best interest of the Government. Review technical and audit reports on various cost estimates. Assist the contracting office in negotiations or conducts the final price negotiations. Participate in special projects, should-cost-studies, special cost analysis team efforts, source selection teams, and/or Board of Awards. Monitor the status and progress of work and makes day-to-day adjustments in accordance with established milestones and priorities, obtaining assistance from the supervisor on problems that may rise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • Must file financial statement.
  • Business travel is required 10% of the time,

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Performing contract price, cost and financial analysis; analyzing contractor's projected estimated proposal cost for reasonableness; 2) Reviewing in detail the significant contractor-proposed direct and indirect elements; 3) Advising contracting officers and contract specialist of price or cost analysis report findings; 4) Reviewing technical and audit reports of contractor proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12 grade level. ???????
