This position is located at the Standing Rock Service Unit, Fort Yates, ND. The purpose of this position is to perform ongoing support of multi-service clinical software applications used in the hospital and clinic setting. The incumbent will serve as the trainer of clinic staff for the entire range of application packages relating to the Indian Health Service Electronic Health Record.
Duties
Primary responsibility will be the implementation and maintenance of the facility's Electronic Health Record (EHR) for outpatient services. Responsible for managing the operations and improvements of the Resource Patient Management System's (RPMS) hardware, software, security, network, client/server interaction and clinical applications.
Sets up EHR files, parameters, menus and clinical references for users; troubleshoots complex program irregularities and determines appropriate action for correction. Assures System and data are appropriately backed-up and runs system tests to assure restoration can be achieved as needed. Responsible for coding, testing and debugging the system to ensure data recovery. Performs acceptance tests, benchmark tests, and other studies used to evaluate the acceptability of computers, programs, and systems for meeting information system needs.
Function as an application manager in the planning, development, setup and implementation of all aspects the Indian Health Service Resource and Patient Management System EHR. Prepares written policies and procedures for both long-term and short-term plans for the RPMS; Performs daily, weekly and monthly system checks and documents findings for the record.
Principle resource person to clinical service program managers and other management officials in resolving difficult and highly complex problems, which may be confined to a single service or may extend across organizational services lines. Provides consultation and technical guidance to Area staff as the RPMS site manager. Verbally communicates with Area staff to identify and resolve system related issues. Provide presentations to senior managers on the RPMS operations.
Serve as trainer to clinical staff to ensure range of application packages including EHR, Health Summary, Progress notes, etc.

Individual Occupational Requirement:The Health System Specialist, 0671 has an Individual Occupational Requirement. To be appointed into this position, applicants must meet the following requirement. In addition to meeting the Individual Occupational Requirement applicants must also have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In-service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the Individual Occupational Requirement applicants must also have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Examples include: Develop program goals and operating guidelines, coordinate priorities, provide support and training in clinical software applications, techniques, and approaches pertinent to policies and directives in a hospital and/or clinical facility.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
