The primary purpose of this position is: To serve as Assistant Chief for Training responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the base Fire Protection Flight.

Duties

As the Assistant Chief of Training, plans, develops, implements, reviews, and evaluates the comprehensive fire prevention training, safety, and hazardous material handling programs at the installation. Prepares monthly, quarterly, semiannual, and annual training schedules for approval. Conducts recurring proficiency training in each functional area of fire protection. This position will support the Federal Government's response efforts to COVID-19.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent of this position is subject to the possibility of a random drug test.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • The incumbent may work a minimum of a 56–60-hour week with the supervisor’s approval. Employee working a 56/60-hour work week must meet conditions established in the federal firefighters Overtime Pay Reform Act of 1998.
  • The additional 15 hours will be managed to maximize staff availability to support operations section per DAFI 32-2001. This may be accomplished by accompanying and
  • evaluating exercises, responses, conducting night structural and ARFF exercises.
  • The assistant chief may also be required to serve as the resource officer, compliance officer, or incident safety officer during exercises and emergencies.
  • He/she may also be required to assist in developing and implementing support measures, i.e., staging additional vehicles, off duty personnel, etc.
  • During scheduled or temporary absences of the incumbent assistant chief of operations, may be required to serve as the senior fire officer for the on-duty shift.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • This position requires a pre-employment physical examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements (IOR), Fire Protection and Prevention Series, 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes include having knowledge of the principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity. Knowledge of the principles, practices, and techniques of fire protection and prevention proficiency training. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Certification requirements for this position are: Fire Officer III (includes Fire Officer I, II), Fire Instructor III (includes Fire Instructor I, II), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Airport Fire Fighter (includes Firefighter I, II). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
