THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR ASST (MIL), Position Description Number D1116000 and is part of the DE Delaware JFHQ Army National Guard, National Guard.
Duties
1. Due to the heavy travel/TDY schedule of the AMEDD Strength Manager, this position controls all operations and functions of the AMEDD Recruiting Office while the AMEDD Strength Manager is absent. Serves as the principle and continuing point of contact for applicants and other parties interested in AMEDD, Chaplain, and SJA personnel procurement programs during the recruiting and application process. Accomplishes required processing of applicants beginning with initial contact to preparation and forwarding of completed commissioning packets to the state Federal recognition boards. Assists the applicant in the completion of all required forms and explains the intent of any service obligation.
2. Based on the knowledge of the various recruiting programs and requirements (AMEDD, Chaplain, or SJA) as well as the administrative and regulatory requirements, the employee screens-out candidates who do not meet program requirements, and determines the applicants eligibility to apply for certain programs based on qualifications, field of training, level of education, professional credentials, experience, and interest. Provides guidance and technical assistance to applicants applying for incentive programs. Makes initial estimates of rank and pay based on facts provided by the applicant, such as, graduation from medical school, years of specialty training completed (internship and residency), and any prior military service. Verifies the authenticity of professional documents (e.g., professional degrees, graduate education, state licenses, malpractice insurance carrier certification, etc.) with the appropriate local, state, and national accrediting bodies, boards, and/or commissions for predetermining the credentials of applicants. In some cases, information provided by the incumbent is contradictory to information obtained from other sources used for verification. Any discrepancies in the verification of credentials are researched and resolved and requires communication skills and discretion as the information revealed during the research may be sensitive, derogatory, and/or not readily obtainable.
3. Prepares requests, for supervisors signature, for the conditional release of applicants who are presently in another military service or transferring between states. Requests prior service records on applicants with previous military service. Arranges physical examinations and professional interviews for the applicant. Coordinates potential military assignment with unit commanders, the Deputy State Surgeon, Chief Nurse, State Chaplain, State SJA, Deputy Chief of Staff for Operations (DCSOPS) or the Deputy Chief of Staff for Personnel (DCSPER), as appropriate. Provides copies of credentialing documents to the gaining unit and Deputy State Surgeon's office for further review and follow-up.
4. Provides support to the AMEDD Strength Manager regarding the state retention program for health care professionals. Assists in coordinating with unit commanders, the DCSPER, the DCSOPS, and the Deputy State Surgeon in providing administrative assistance to enhance the retention of health professionals. Ensures the smooth operation and application of retention incentive bonus programs, medical education and training programs, sponsorship programs, clerkships, training workshops, etc.
5. Composes and prepares a variety of correspondence directed to local, national, civilian, military, or professional groups, associations, and educational institutions. Correspondence concerns recruitment and educational programs in response to inquiries as a part of AMEDD advertising campaigns. Accompanies the AMEDD Strength Manager on site visits to answer questions, resolve accession related problems, and recruit new applicants.
6. Carries out various administrative tasks in support of the AMEDD Strength Manager such as making arrangements for travel, tracking the budget expenses for office operations, maintaining supplies and equipment, compiling reports, filing, etc. Maintains statistics on all AMEDD recruiting programs and workload data for recruiting reports to higher headquarters. Maintains the calendar and schedules appointments for the AMEDD officer's recruiting efforts in the state.
7. Performs other duties as assigned.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must have 1 year equivalent to at least GS-6
- Must meet rank requirement and be eligible for military membership within the Delaware Air National Guard by the closing date of this advertisement.
- Must meet the definition of specialized experience by the closing date of this advertisement.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications
Military Grades: E-4/SPC - E-7/SFC
GENERAL EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level. Experience, education, or training progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.
QUALITY OF EXPERIENCE:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
Other Requirements:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
