About the Position: Develops interim land-use plans for real estate planning and development purposes, to establish and ensure maximum utilization of Government-owned land. Manages land for public purposes outgranted to Federal, State or local Government agencies for development of public parks, recreation areas, and fish and wildlife. Manages land to develop various types of commercial and industrial facilities by private firms, companies, and private individuals.
Duties
Manages land to insure highest and best possible utilization and development to improve the economy in areas affected by projects and to assure compliance with the terms and conditions of out-grants that authorize use of Government land.
Through negotiation by formal advertising, out-grants Government-owned lands for industrial, recreational, commercial, agricultural, residential and other purposes.
Negotiates with companies concerning abilities for easements governing right-of-way on Government lands for roadways, highways, pipelines, electric and communication lines and others.
Many of the actions are controversial.
Renders decisions within limits of delegated authority.
As the senior specialist, the incumbent assigns work to subordinates based on priorities, difficulty of assignments, the capabilities of employees; and provides technical oversight.
Investigates and evaluates the financial and technical abilities of bidders, capability of meeting and maintaining Government requirements and standards, coordinates requests with other district elements.
Recommends whether request should be granted or denied.
Takes necessary action to dispose of Government-owned land and improvements which are excess to project requirements, including circularization to other Government agencies or their possible needs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary duty travel is required up to 25% of the time depending on mission duties and site location.
- Must possess a valid State motor vehicle operator's license for the class of vehicle being operated based on site specific, job related requirements, and must maintain this license.

Minimum Qualifications NH-03
Specialized Experience: One year of specialized experience which includes negotiating agreements and/or processing of real estate projects; assisting in implementing corrective courses of action for management and/or disposal work; and assisting with outgranting lands by mean of easement, lease, license, and/or permit. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
