This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Career Path (AcqDemo) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an Acquisition Analyst exercising independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within constraints.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Plan, develop and establish the contractual strategy for the overall acquisition program for the organization.
Responsible for the full range of acquisition planning and contract management functions required to support a project.
Serve as a primary representative on contract related task forces.
Make reports to higher headquarters on status of contracts.
Prepare and maintain current acquisition plans, appropriate milestone charts and related schedules.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 36 months as of entrance on duty.
- Must be able to obtain and maintain a Secret clearance.
- The incumbent of this position will be required to complete and file a Financial Disclosure Statement (SF 450/OGE-450) upon entry and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Critical Acquisition Position. Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years.
- This is a Critical Acquisition Position. 4 years of acquisition experience are required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience in the Federal service which includes: 1) Providing contract development and monitoring support for various weapon programs; 2) Analyzing contract performance and making recommendations for revisions; and 3) Participating in development of procurement documents which may include: performance work statements, independent Government estimates, evaluation criteria, options, funding, delivery schedules, lead times, and reporting requirements.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
