About the Position: The U.S. Army Natick Soldier Systems Center (NSSC) is the Army's one-stop Soldier-support organization. NSSC is responsible for researching, developing, fielding and managing food, clothing, shelters, airdrop systems and Soldier support items.
Duties
You will serve as the Antiterrorism Officer (ATO) for the Garrison Antiterrorism (AT) program in support of the Force Protection (FP) mission. You will work under Plans and Operations Division in the Directorate of Operations.
You will be the focal point and subject matter expert for coordinating policies and procedures governing AT and FP operations to include physical, information, operational, personal and infrastructure security. In addition, you will:
Direct the development, implementation, and operation of an integrated AT program. Guide crisis management planning and execution in the event of a terrorist attack.
Provide planning advice to the Garrison Commander and Commanding General on new policies, resolution of complex vulnerabilities, crisis management, and possible threats to the Garrison.
Develop and implement procedures to ensure compliance with all FP Condition (FPCON) reporting, terrorist threat incident response measures and implementation procedures.
Coordinate the FP education and training opportunities to inform and increase FP and personal protection awareness among military personnel, Department of Defense civilian employees and contractors, and family members.
Work with Federal, state, local and host nation civil defense, law enforcement, and emergency response officials to secure their cooperation and participation in AT planning, exercises and incident response.
Conduct comprehensive review and analysis of the Garrison's AT plan, assessments, and survey reports for compliance with existing policies, procedures and supporting documents.
Advise management and higher leadership of AT and FP deficiencies that would affect the FP posture of the Garrison.
Plan, coordinate, schedule and conduct, and/or facilitate AT Working Groups, Committees, Executive Councils, Threat Working Groups, and when necessary or required, any other meetings regarding the Garrison AT program.
Coordinate with Intelligence and Law Enforcement Agencies to develop Risk, Vulnerability and Critically Assessments. Develop Courses of Action to mitigate risk and vulnerabilities.
Recommend modification to existing Mission Essential Vulnerable Area and High Risk Target structures to reduce vulnerability to terrorist attack.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This position requires U.S. Army Military Police Antiterrorism Level 2 training within 12 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes (1) developing, implementing and managing an installation-wide antiterrorism program; (2) planning and coordinating antiterrorism training and exercise development; (3) conducting comprehensive review and analysis of security risks, vulnerability and criticality assessments; AND (4) coordinating policies and procedures governing physical, intelligence information, operational, personnel and infrastructure security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
