Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - Management CFO - Finance and Performance Budgeting Division.
As a Supervisory Accountant, you will:
Assist the Chief of the Accounting Branch, the Director of Finance and Performance Budgeting and the Chief Financial Officer (CFO) in directing the business of the organization by making work assignments, setting priorities, reviewing work and participating on work groups and projects that cut across Bureau lines.
Formulate policies, plans, systems, and procedures for managing and continually improving the efficiency and effectiveness of accounting and financial systems.
Plan, design, implement, and maintain an accounting system that functions to meet operations and reporting needs and provide technical advice administrative and management systems that are integrated with the accounting and other financial management systems.
Render authoritative interpretations of Executive Orders, OMB guidelines and directives, and accounting standards issued by other authoritative entities (e.g., FASAB, Treasury, GAO); develops regulations, guidelines and procedures for program users.
Serve as the sole technical advisor to the Office of the Chief Financial Officer to ensure that the work that is covered under the A 123 annual review, and not only includes sensitive work under the Revenue Accounting Office, but ensures that the scope of this effort captures the full extent of business conducted at the National Revenue Center.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Speclialized experience for this position includes:
Using automated accounting systems and reporting tools, such as Oracle and Discoverer, to track and report financial data; AND
Formulating policies and procedures to improve financial management practices; AND
Performing administrative or technical oversight on the accounting work of others.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.
Education
You must meet the minimum basic educational and/or work experience requirements for professional auditing positions in the federal government. This includes:
A) A degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR
B) A combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- A) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- B) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
- (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
- (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
- (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
