This position is located in South Dakota State or Area Office in USDA/Rural Development (RD). The incumbent serves as a key member of the South Dakota Rural Development Team and is responsible for encouraging greater use of community and economic development practices to enhance the overall impact of RD and other federal investments.
This vacancy is to fill (2) positions.
This position is NEITHER remote or virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Assists in liaison between the State and Rural Development’s network of federal agency partners and targeted community networks on community and economic development efforts and issues.
Works with various sources of alternative or supplemental funding, such as federal, state, or local loan and/or grant providers, state legislatures, non-profit organizations, and private lenders.
Facilitates information sharing among public and private sectors to increase awareness of federal loan and grant programs and incentives for business and community development in rural areas.
Advise community networks and representatives of local government units, educational institutions, financial institutions, and others on agency financial policies and procedures.
Participates in meetings and assists in training to community networks, interest groups, state, regional, and county organizations, etc.
Gathers and analyzes data and makes recommendations for improvements towards community and economic development in targeted community network areas

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-12 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-11 grade level; or its non-Federal equivalent that demonstrates: Experience serving as a Subject Matter Expert (SME) advising State Directors, Area Directors, a community, economic development entity's staff or rural development stakeholders on community planning in the development of community or economic development planning policies, methodologies, technical standards and guidance including: community systems changes to increase community voice and decrease disproportionate harms caused to low-income communities of color. Experience conducting evaluation reviews of a State's, or a community or economic development entity's performance to determine the effectiveness of diverse and inclusive community planning efforts and delivery services.
