The Outdoor Recreation Planner (Program Officer) will be working for the Land and Water Conservation Fund, State & Local Assistance Program and Urban and Recreation Recovery Program. They will be the primary liaison to assigned States providing technical assistance about program provisions and coordinating the project application review and recommendation for award decision process.
These are not remote positions.
Duties
The major duties of the Outdoor Recreation Planner (Program Manager) include, but are not limited to, the following:
Partnering: Cultivates partnerships and collaborates with state and local government partners to support the development and expansion of conservation and outdoor recreation areas and opportunities.
Providing technical assistance: Serves as a resource providing technical assistance, advice, guidance, and recommendations to partners regarding interpreting and applying program authorities, regulations, policies, and other requirements related to recreation and financial assistance.
Project review and monitoring: Reviews and recommends outdoor recreation grant project applications for funding, evaluating their completeness, adherence to program policies and requirements, and negotiates changes and monitors project execution.
State program review: Supports program reviews for consistency with applicable laws, regulations, program policy, guidance, and procedures.
Monitoring post project responsibilities: Provides technical assistance to partners in their development and implementation of post project completion inspection programs and reviews inspection reports to ensure LWCF assisted sites and facilities are maintained according to program requirements.
Duties will be developmental in nature when filled below the full performance level.
Qualifications

You must meet one of the following Basic Requirements in order to be eligible for this position: Outdoor Recreation Planner-0023 Series Basic Requirements:
Undergraduate and Graduate Education: Major study -- outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. -OR-
Experience that demonstrated the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. Examples of qualifying specialized experience include: Ability to deal with people of differing backgrounds and behavioral patterns; Analysis and evaluation of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; Evaluation of land or water areas for their recreation and related potential use, such as wildlife reserve; Preparation or review of plans and programs for natural resource utilization and recreation area development; and Solution of administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.

To qualify for the Outdoor Recreation Planner (Program Officer) position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one year of specialized experience equivalent to the GS-7 grade level in the Federal service that may have been obtained in the private or public (local, county, state, Federal) sectors. This experience must include all of the following: 1) Assist staff in planning, advising and coordinating projects related to the development of conservation and outdoor recreation areas and opportunities; 2) Support technical assistance activities in applying regulations and program policies; 3) Assist staff and partners in obtaining compliance of Federal environmental and historic preservation laws and regulations. You must include hours per week worked.

EDUCATION: Successful completion of at least a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J. D., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.
To qualify for the Outdoor Recreation Planner position at the GS-11 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors).Qualifying specialized experience must include all of the following: 1) Provide planning, advising and coordination of projects related to the development of conservation and outdoor recreation areas and opportunities; 2) Coordinate technical assistance to partners and recipients in applying regulations and program policies; 3) Facilitate review of conservation and outdoor recreation projects for compliance and public benefits; 4) Review project budgets for cost effectiveness, accountability, reasonableness. You must include hours per week on your resume.

EDUCATION: Successful completion of at least a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. You must include transcripts.

To qualify for the Outdoor Recreation Planner position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).Experience at this level must include all of the following: 1) Lead and guide planning, coordination and management of projects related to the development of outdoor recreation areas and opportunities; 2) Facilitate resolution to conflicts and project problems; 3) Conduct thorough examination of outdoor recreation projects, evaluating them for completeness and adherence to program requirements, and how it meets of the public interests; 4) Evaluate project budgets and/or contracts etc. for cost effectiveness and/or monitoring expenses; collaborating with others be it partners, organizations or governments in support of the management or development of recreation or other natural resource areas. You must include hours per week worked.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
