The primary purpose of this position is to serve as an Instructional Systems Specialist responsible for supporting faculty and students in the design, development, and implementation of evidence based teaching strategies and learning technologies to enhance the quality of education and promote a culture of excellence and innovation in teaching and learning.

Duties

Serve as a technical expert, applying knowledge of learning theories and instructional design practices to evaluate the effectiveness of educational technologies and provide guidance to faculty. Provides advisory and consultative technical guidance to directors and faculty on appropriate modalities and tools for course delivery. Supports the scholarship of teaching and learning. Provides guidance on educational technology status and implementation to leadership, faculty, and staff. Identifies educational technology resources at AFIT and develops procedures to coordinate use across schools for the benefit of all instructors and students

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Instructional Systems Series, 1750 and the Group Coverage Qualification Standard for Professional and Scientific Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: a bachelor's or higher-level degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: 1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material; 2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness; 3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments; 4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training; 5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade, GS-12, or equivalent in other pay systems. Examples of specialized experience include designing, developing, and implementing training programs and processes; applying learning theory to specify objectives; designing training strategies; and evaluating training effectiveness and efficiency. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of instructional design practices, including principles and techniques used for designing training programs, developing design strategies and models, and applying these methods to enhance instructional effectiveness. Ability to deliver professional development programs for faculty, focusing on the academic application of educational technology tools to enhance teaching and learning and facilitating faculty learning communities. Knowledge in the use of information technology software such as MS Teams, LaTeX, MS Office, learning platforms such as Canvas, Blackboard, or Sakai and proficient in the use of presentation software, such as PowerPoint. Ability to communicate clearly and expertly (in English) in both verbal and written forms concerning academic, administrative, and technical matters. Understanding of learning theory, psychology of learning, educational psychology: As they relate to the systematic design, development, and validation of instructional material. Proficient in the use of various educational and instructional technology software, hardware, and learning management systems such as Blackboard, Canvas, or similar platforms. Ability to work in partnership with faculty to design, develop, and implement meaningful learning experiences for students, with an emphasis on the effective use of technology. Proficient in the design and delivery of professional development programs for faculty, focusing on the academic application of educational technology tools to enhance teaching and learning. Ability to interact and communicate effectively on technology, teaching and learning, and pedagogy to internal and external individuals and organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
