Pathways Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
Duties
The Recent Graduates Program provides individuals, who have recently graduated from a qualifying educational institution or program, with developmental opportunities in the Federal Government. Participants must have obtained a degree, or completed a qualifying career or technical education program within the preceding 2 years. Upon successful completion of the program, if you are a United States citizen, you may be non competitively converted to a permanent position, or in some circumstances a term appointment in the competitive service.
Qualifications
You must meet eligibility and qualification requirements by the closing date. You must answer all job-related questions in the job questionnaire.
Recent graduates who have completed, within the previous two years, a qualifying Associates, Bachelors, Masters, Professional, Doctorate, Vocational or Technical Degree or Certificate from a qualifying educational institution.
- A Veteran who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study. You MUST submit a copy of your D214 showing duration and dates of service.

Specialized Experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7grade level in the Federal service. Specialized experience for this position includes:
- Conducting segments of audits; AND
- Preparing work papers using an automated auditing software program; AND
- Collecting, analyzing, and summarizing evidence to support audit conclusions; AND
- Identifying controls over operations and recognizing weaknesses in controls; AND
- Researching laws, regulations, guidelines, and procedures.
OR
You may substitute education for specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Education
Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
