The primary purpose of this position is to oversee and manage the Wing's flight safety program and perform work in a broad range of flight safety program elements, such as inspections/surveys, evaluations, mishap investigations, and safety training.

Duties

Performs a broad range of flight safety duties. Performs program monitoring for the following areas: runway supervision program, foreign object damage-control program, wildlife hazard reduction program, hazardous air traffic reports, and air traffic control operations. Manages the 62 Airlift Wing's Bird/Wildlife Aircraft Strike Hazard (BASH) program. Establishes a BASH plan that meets command operational requirements. Conducts aircraft mishap investigations. Manages flight mishap response program. Responds to emergencies and conducts formal investigations of reportable and non-reportable flight mishaps of a recurring nature involving DoD assets. Oversee the Wing's Midair Collision Avoidance (MACA) program. Works closely with the MAJCOM determined OPR and other interested parties such as the Chief, Air Traffic Control Operations Officer, the Airfield Operations Flight Commander, the Airspace Manager, and the local Flight Standards District Officer to establish a comprehensive MACA program to meet local needs. Conducts flight mishap board training. Provides flight mishap investigation board training and instruction to group personnel to serve as interim flight mishap investigation board members.

  • Incumbent must possess adequate progressive experience in flight safety, risk management and management of safety programs.
  • Work may occasionally require travel away from the normal duty station for purposes of aircraft mishap investigations, off-station heliport and runway inspections.
  • TDY (Temporary Duty) may be required as incumbent may attend flight safety conferences and meetings TDY may require the use of regularly scheduled military or commercial transportation.
  • Previous completion of the USAF Flight Safety Officer course, highly desired.
  • Workload may require weekend and holiday hours as incumbent is required to be on-call to support aircraft mishap investigations and incidents.
  • Must be able to obtain and maintain a secret security clearance.
  • A physical is required due to physical exertion for this position.

Qualifications

THIS IS AN OBLIGATED POSITION WHICH AN EMPLOYEE HAS RETURN RIGHTS. UPON THE EMPLOYEES RETURN, INCUMBENT COULD BE SUBJECT TO REASSIGNMENT. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Safety & Occupational Health Management Series 0018. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at the next lower grade of GS-11 to include comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health (e.g., identifying, evaluating, and controlling a wide variety of industrial hazards related to the full range of work operations) and knowledge of the requirements, methods, and techniques of flight mishap/accident investigation, analysis, resolution of routine safety problems, and reporting procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in one or more specific areas of safety and occupational health; to include aviation, occupational, and weapons safety disciplines, flight operations, 2. Knowledge of the requirements, methods, and techniques of resolution of routine safety problems, and reporting procedures. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. Knowledge of risk management principles, regulations, and standards for evaluating normal safety and occupational safety health risks. Skill in communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. Ability to lead, plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
