Duties

Develops and maintains installation geospatial mapping information. Develops and maintains GIS, CIP, MDS and facility floorplan information. Manages engineering records. Files engineering records, especially engineering project records. Performs surveying work. Serves as a survey party leader when tasked on surveys of third or fourth order of accuracy and of limited scope and complexity. Provides customer service and information security support. Assists and supports the military wartime skill training of3E5Xl Engineering Technicians at the installation.

Qualifications

In order to qualify, you must meet the specialization experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Cartography Series 1370 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites) OR courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. NOTE: Transcripts are required. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of geospatial concepts, theories, principles to include geography, cartography, geometry, geodesy, photogrammetry, remote sensing, and their applications to geospatial practices, operations and analysis. Knowledge on the theory in and applied use of: Geographic Information Systems (GIS), Light Detection and Ranging (LiDAR), Computer-Aided Drafting and Design (CADD), Building Information Modeling (BIM), Global Positioning Systems (GPS), High-Definition Surveying (HDS) and other technology capabilities relevant to mapping, drafting and surveying disciplines. Knowledge of DoD, USAF and MAJCOM/FOA installation mapping and facilities record management concepts and principles including CONOPS, data architecture, program goals, etc. Knowledge on how to apply these concepts and capabilities to manage military installations and their facilities. OR EDUCATION: 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of geospatial concepts, theories, principles ( eg. geography, cartography, geometry, geodesy, photogrammetry, remote sensing, etc.) and their applications to geospatial practices, operations, and analysis to manage jurisdictional areas (eg. military installations, municipalities, utility districts, etc.) and their facilities. 2. Knowledge of industry spatial data standards (eg. National Computer-aided Design (CAD), Federal Geographic Data Committee (FGDC), Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE), International Organization for Standardization (ISO), Building Information Modeling (BIM), etc.). Knowledge of functional work area disciplines (eg. engineering, planning, utilities, communications, security, safety, environmental management, emergency response, etc.) and business processes to support these functional requirements. 3. Knowledge of general office administrative and clerical procedures. Knowledge of data entry and processing of supply transactions in an automated supply system. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases, and graphs. 4. Skills in terrestrial or three-dimensional mapping, drafting, or surveying methods and techniques, and skills in file management.6. Ability to communicate effectively, both orally and in writing. 5. Knowledge of a full range of Relational Data Base Management Systems concepts, operations, design principles, methodologies, and approaches used in designing, developing, testing, implementing, managing, and maintaining the GIS database and other related database or other systems that meet current and future organizational business requirements. 6. Knowledge of database systems related to GIS projects. Knowledge of the agency and industry database processing standards, policies, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
