Duties

Knowledge or principles, specifications, and operational procedures of well-drilling, production of oil and gas, and processes, methods and equipment utilized in onshore exploration and development of oil and gas resources. Ability to effectively work with a variety of specialists. Ability to effectively communicate both verbally and in writing with a variety of specialists. Solves practical problems by choosing appropriately from a variety of mathematical and statistical techniques. Knowledge of principles, methods, design, and operational procedures and limitations of production equipment and services.

  • PET POSITIONS ONLY-0802: You must successfully complete the BLM Petroleum Engineering Technician (PET) Certification Program and continue service in the Federal Government for 2 years from the date of obtaining PET certification.
  • This is a Bargaining Unit position.
  • Must be able to operate 4-wheel drive vehicles in order to perform site inspections.
  • Must have or be able to obtain a valid driver's license within 30 days of hire.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. GS-06 -Petroleum Engineering Technician: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Must have one year of specialized experience equivalent to GS-05 in the federal service performing the following duties: Performs general petroleum engineering technician work involving many phases of drilling and production inspection and enforcement activities. Investigates minor undesirable events. Inspects/witnesses plugging and abandonment of the most simple single hole operations not requiring placement of plugs outside of casing. Prepares reports on all inspections, witnessing, and/or compliance for review. OR Must have completed one full year (18 semester hours) of GRADUATE education directly related to the work of an engineering technician (i.e., major study in engineering or a related field). Note: only graduate education may be used. OR Must have a combination of work experience and education. I have described this experience in my resume and will submit transcripts before the closing date of this announcement. Specialized Experience:Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Performs general petroleum engineering technician work involving many phases of drilling and production inspection and enforcement activities. Investigates minor undesirable events. Inspects/witnesses plugging and abandonment of the most simple single hole operations not requiring placement of plugs outside of casing. Prepares reports on all inspections, witnessing, and/or compliance for review. GS-07 -Petroleum Engineering Technician: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Must have one year of specialized experience equivalent to GS-06 in the federal service performing the following duties: Performs on-site inspections of most phases of oil and gas drilling/work-over operations and associated facilities. Conducts routine production verification inspections to confirm lease production Investigates minor undesirable events. Inspects/witnesses plugging and abandonment of the most simple single hole operations not requiring placement of plugs outside of casing. Documents problems and recommends corrective action. Prepares reports on all inspections, witnessing, and/or compliance for review. OR Must have completed one full year (18 semester hours) of GRADUATE education directly related to the work of an engineering technician (i.e., major study in engineering or a related field). Note: only graduate education may be used. OR Must have a combination of work experience and education, as described above. NOTE: I will provide a copy of my transcripts to support this. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing the following: Performs on-site inspections of most phases of oil and gas drilling/work-over operations and associated facilities. Conducts routine production verification inspections to confirm lease production Investigates minor undesirable events. Inspects/witnesses plugging and abandonment of the most simple single hole operations not requiring placement of plugs outside of casing. Documents problems and recommends corrective action. Prepares reports on all inspections, witnessing, and/or compliance for review. SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position: Must have a valid state driver's license or I am able to obtain one within 30 days of hire. Must be able to operate 4-wheel drive vehicles in order to perform site inspections. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. Physical Demands: On-site inspection work requires almost continuous physical activity. Most of the on-site inspection time is spent walking, standing, crouching, and climbing. In climbing up and down ladders and steep stairways, the PET is protected from falls only by firmly grasping on ladder rungs and hand railings. The PET may be required to hike into unusually rugged areas to inspect abandoned sites. PETs are subject to call 24 hours a day and may be required to work long non-stop tours-of-duty, occasionally in excess of thirty (30) hours. Some work is sedentary, although much of the job requires overnight field trips which involve physical activity on irregular terrains and work at physically demanding job sites. Office work consists predominantly of working at a desk and using a computer, including using a palm pilot to record measurements. Work Environment: Much of the work is at field locations where it is necessary to wear appropriate safety equipment. The incumbent must walk under and around heavy derrick and hoisting equipment and piping and around other potentially hazardous operating equipment. Work environment involves exposure to extreme weather conditions, hostile flora and fauna, hazardous explosive fumes, poisonous gasses, toxic chemicals, high frequency noises, high-pressure and high temperature equipment, detonating devices, and moving machinery. Work involves climbing up and down ladders and steep stairways. A large part of the time is spent driving to work sites that are located in isolated areas. This work environment requires the use of hard hats, hard-toe boots, safety glasses, ear protection equipment, poisonous gas detection equipment, and cold weather gear and/or a respirator may also be required. The position requires operating a motor vehicle, often in isolated areas, on unimproved roads and in potentially dangerous weather conditions.
