The primary purpose of this position is to serve as a food service specialist contract monitor and food service accountant for appropriated dining facilities. Assist in oversight of appropriated fund food services on Wright-Patterson Air Force Base.
Duties
Serves as a food service contract officer representative with responsibility of providing guidance and assistance on developing performance work statements and other contract documentation.
Serves as Food Service Accountant; completes daily meal period accounting, and headcounts and matches them with the Department of Finance Accounting System computer based systems - Over The Counter Channel Network for the Bureau of the Fiscal Service (OTCNet), used for daily cash deposits, and Collection Information Repository (CIR), used for credit card receipts.
Maintains Subsistence in Kind (SIK) data base for meal card holders assigned to Wright-Patterson Air Force Base.

- Selectee is expected to be granted with and/or maintain the appropriate security clearance required for the position
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
- The employee may be required to work other than normal duty hours, which may include evenings and/or weekends and may be required to work alternate shifts from normal duty hours

- This position has been designated as Key/Emergency Essential (E-E). In the event of a crisis, selectee must perform the Key/E-E duties until relieved.
- This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status
- Attend food service managers training course within 12 months of taking position
- Must be available to support mobility or Logistics Readiness Center (LRC) Operations in an exercise or contingency situation
- Must be an effective writer who can express themselves clearly and present ideas and facts logically, simply, and briefly
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position
- Work may occasionally require travel from the normal duty station on military or commercial aircraft
- Pre-Employment Physical; The work requires some physical exertion in the handling of cases of food, cases of MRE's, containers of milk, and various pieces of equipment
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in monitoring service contracts, evaluation of contractor performance, preparation and modification of contract documentation such as bid schedules, cost estimates, statements of work (SOW), and service delivery summaries (SDS).
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of food service and food service operations regarding contracts, menu, storage rooms, safety, sanitation, inventory, and inspections.
Ability to work well with others and to be a good team member. Ability to communicate well with contractors and all organizations that deal with the dining facility.
Ability to make decisions, resolve problems or discrepancies based on knowledge of policies, regulations, and procedures.
Knowledge of basic contract requirements, performance of work statements, quality control plans and contract deficiency reports.
Skill in oral and written communication to facilitate the preparation of reports and provide guidance on assigned program areas.
Skill in using computer hardware and software systems for food services programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
