Duties

This Training Instructor- Academic Process position is located within the Enterprise Support (ES), Training & Development (T&D), Training Operation Division (TOD), TSA Training Centers, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Assists in establishing instructional design, development, or evaluate criteria through the analysis of instructional problems or questions for standard courses where curriculum for a functional specialty area is established but may require some adaptation to TSA unique operational environments. Instructs courses utilizing facilitation techniques to create a professional and engaging learning experience. Uses techniques to engage participants, communicate effectively, and manage group dynamics and behaviors during an event. Demonstrates adult learning principles and effective facilitation techniques to assess and ensure a safe, comfortable, and supportive learning environment. Selects the appropriate mix of learning modalities to support specific contexts, learners, and learning objectives in formal learning settings. Assists in the assessment and validation of agency training needs using various methods, including but not limited to analysis of complex organizational performance data, consultation with senior officials and subject matter experts in program offices, and conducting in-depth surveys, interviews and focus groups with employees and instructors. Researches and analyzes various training techniques and learning methods within the training environment to assist with the development of learning outcomes through use of lesson plans, training materials and instructor development; support processes and procedures to monitor and improve curriculum lifecycle. Accreditation of training programs against set standards of the Federal Law Enforcement Training Accreditation (FLETA) in order to achieve training compliance. Supports in the collaboration with course sponsors and program managers to ensure course learning objectives, organizational training requirements and agency mission and goals are validated and incorporated into an instructional system design method. Assists in the identification of resource requirements, schedules, and costs for specific training development activities. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience equivalent to the SV-F or GS-9 Pay Band in the Federal service or equivalent experience in the private sector. Specialize experience is defined as: Applying methods and techniques to determine instructional approach or develop course content in any of the following areas: law enforcement, security or an intelligence training program; and Conducting research and making observations on variety of training subjects. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialize experience is defined as: Applying methods and techniques of training instruction in any of the following areas: law enforcement, security or an intelligence training program; and Conducting evaluations of training materials and delivery effectiveness (i.e., curriculum design/redesign, testing, training devices, training equipment, simulations, and training aids etc.); and Administering concepts, principles, regulations, practices, analytical methods, and evaluative techniques related to curriculum design. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
