This position is in PPPMD, Environmental Resources Branch. The Environmental Resources Branch is responsible for overall environmental compliance of all Portland District civil works actions, including but not limited to general construction (projects in construction), operation and maintenance, and flood control and coastal emergencies The Branch also provides technical expertise on a wide range of biological and cultural resources as part of the project development process.
Duties
Serves as a District senior-level Environmental Resource Specialist advising Project Development Teams and Operations Division regarding environmental regulatory compliance of District civil works projects.
Participates in Project Development Teams and follows the Corps of Engineers Project Development Business Process.
Conducts field reconnaissance and site studies to assess existing site conditions for proposed projects.
Prepares Environmental Assessment and Environmental Impact Statement documentation compliant with the National Environmental Policy Act (NEPA) and/or documentation supporting Clean Water Act (CWA) requirements.
Serves as a technical lead for large studies and multidisciplinary efforts.
Acts as Point of Contact representing the Portland District for federal and state agencies and closely coordinates with these agencies on compliance issues.
Performs quality review of work by others in the branch and is capable of participating in Agency Technical Reviews for other Northwestern Division and USACE districts.
Mentors apprentice and journey level staff on various technical issues.
Performs duties of a Contracting Officer’s Representative (COR).
Prepares Biological Assessments compliant with the Endangered Species Act (ESA).

Basic Requirement for Interdisciplinary General Scientist 0101 Series:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as [insert applicable field(s) of study].
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Basic Requirement for Interdisciplinary General Scientist 1301 Series:
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Basic Requirement for Interdisciplinary General Scientist 0401 Series:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Specialized Experience: One year of specialized experience which includes [insert examples of specialized experience]. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
