You will serve as a Quality Support Specialist for the US Small Business Administration, Disaster Internal Controls Division - DICD in Fort Worth, Texas. The employee serves as a technical subject-matter expert conducting performance/compliance audits and reviews of work completed by personnel assigned to various departments, including Pre-Processing, Loss Verification, Loan Processing, and Accounts.
Duties
As a Quality Support Specialist at the GS-1101-11/12, some of your typical work assignments may include:
Independently manages and examines assigned portfolio of loans for audit period.
Ensures completeness and quality of supporting documentation, including income projections, pro forma, balance sheets, comparative financial ratios, existing and types of collateral, and available equity to process repayment of a disaster loan and other debts.
Determines if eligibility, credit worthiness, and repayment ability were properly addressed.
Reviews the loans within the assigned time constraints and prepares written reports of each loan audit citing instances of failure to conform to established and well documented policies, procedures, regulations and laws.
Audits economic injury disaster loan case files to determine compliance with relevant disaster lending policies.
Audits loan modification files prepared by the loan specialists to determine that all actions adhere to established SBA and OCA guidelines.

Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required heighten Disaster Activities.

Qualifications

GS-11: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Knowledge of industry lending principles, practices, and concepts applicable to the loan processing and loan disbursement of moderately difficult residential (Home) and commercial (Business) loans; and,
Ability to research, interpret, and apply relevant program policy and procedures, regulations, state or federal laws, and/or other agency guidelines in the performance audits of loan processing and loan disbursement activities to include the analysis of loan closing and other loan documents for completeness, accuracy, program compliance and legal sufficiency; and,
Experience composing written audit findings on a variety of audit issues related to loan/lending issues, sophisticated audit issues; and
Experience in formulating recommendations for corrective actions of identified deficiencies in the adherence to program policy and procedures, regulations, state or federal laws, and/or internal guidelines.
GS-12: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Advanced knowledge of industry lending principles, practices, and concepts applicable to the loan processing and loan disbursement of complex residential (Home) and commercial (Business) loans;
Ability to research, interpret, and apply relevant program policy and procedures, regulations, state or federal laws, and/or other agency guidelines in the performance audits of loan processing and loan disbursement activities to include the analysis of loan closing and other loan documents for completeness, accuracy, program compliance and legal sufficiency and implications;
Expertise composing logical, clear, concise, and grammatically correct written audit findings on novel audit issues and engaging in articulate discourse with all levels of Management regarding loan and/or policy issues; and
Ability to formulate detailed recommendations for corrective actions of identified deficiencies in the adherence to program policy and procedures, regulations, state or laws, and/or internal guidelines; and,
Experience serving in a lead role on specialized audits by formulating an audit plan, performing the audit, and communicating audit results to Management.

GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in a related field or 3 full years of related progressively higher-level graduate education leading to a Ph.D. or equivalent, from an accredited college or university.
Combination of Experience and Education:
OR GS-11: Combination of education and experience as specified above.
three (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related for GS11.
GS-12: There is no educational substitution at this grade level.
