This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce it and appoint qualified candidates to positions in the competitive service. About the Position: Accounting Technician supporting the Supply Branch of the Operations and Maintenance Division, Directorate of Public Works (DPW).

Duties

Assists Operations and Maintenance (O and M) Division Government Purchase Credit Card (GPCC) cardholders and billing officials with reconciling their accounts. Develops and maintains the division’s budget and tracks commitments, obligations, expenses, and disbursements for multiple funds, Sub-Activity Groups (SAG), and Management Decision Packages (MDEPs). Maintains Supply Branch warehouse inventory and assists the Material Expediter with warehouse operations. Assists the Supply Management Officer with implementing and maintaining Manager’s Internal Control Program (MICP) requirements to protect against fraud, waste, and abuse. Performs Contracting Officer Representative (COR) duties for assigned contracts.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (Tier 1).
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• Financial Management Level 1 certification is required and must be completed within two (2) years of the employee's start date. This position also requires a continuing education training of 40 hours every two years after certified.
• This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Specialized Experience: One year of specialized experience which includes (1) Assisting with the planning, programming, budgeting, or execution process for multiple appropriations, funds, Sub-Activity Groups (SAGs), or Management Decision Packages (MDEPs); (2) Collecting, recording, and/or reporting material expenditures in appropriate enterprise business systems; (3) Maintaining Supply Branch warehouse inventory in systems such as General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
