Duties

Ensures all personnel management actions are carried out in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance. Interviews candidates for vacant subordinate positions; recommends appointment, promotion, or assignment of candidates to subordinate positions. Serves as the primary point-of-contact for NCA social media and website updates. Plans, conducts, and evaluates visitor use statistics to determine factors such as use patterns, frequency of visits, demands for amenities, etc. Develops annual work plans for Visitor Services staff and establishes annual performance targets. Identities projects and opportunities to expand the reach of the National Landscape Conservation System (NLCS) mission and the NCA’s conservation messaging. Trains Visitor Services staff and volunteers on effective interpretation and environmental education techniques based on current research. Serves as the NCA’s primary point of contact with BLM Tribal Liaisons for informal consultation with Tribal Partners.

• An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
• Position may require working evenings, holidays, and weekends.
• The incumbent must have or obtain Basic First Aid and CPR Certification (or higher-level certification) within 60 days of appointment and maintain this certification for the duration of their appointment.
• Position requires having or obtaining Program Officer or Contracting Officer Representative certification.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. At the GS-11 level: One (1) year of specialized experience equivalent to the GS-09 in the Federal Service. Specialized experience can be defined as experience in setting work priorities and managing the work of employees; identifying issues and proposing solutions; experience in managing recreation facilities including trails/campgrounds; experience in patrol and compliance checks in recreation areas; experience in presenting and designing interpretation and environmental education programs; or ability to work with other agencies/partners; OR completed a Ph.D. or equivalent doctors degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (See Education Section); OR an equivalent combination of the specialized experience and graduate education described above. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The position involves both office-based (sedentary) and field-going (active) work. The incumbent must be physically able to efficiently perform the duties of the position. A high level of physical stamina is required as arduous physical exercise under rigorous and unusual environmental conditions may occur. The incumbent is often required to travel over rugged, precipitous, and/or slippery terrain at high elevations and is exposed to temperature, weather, and physiographic extremes. Hazards include heat, cold, high winds, dust, poisonous plants and animals, spiked vegetation, and rough terrain. The incumbent must also possess good vision, be able to distinguish colors, and have good hearing with or without a hearing aid. Work Environment: The work is performed both in an office setting and in the field. Field work may include the use of tools and equipment. Substantial physical effort may be required while performing fieldwork and involve exposure to rough terrain and inclement weather including heat, cold, wind, dust, rain or snow, hazardous conditions such as rough terrain and high elevations from 6,000 feet to 8,000 feet, and exposure to moderate risks of working alone in isolated locations. Wearing a regulation BLM uniform during all public-facing duties is a requirement of this position.

IOR: Graduate Education: Major study -- natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.

This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
