A successful candidate in this position will serve as an Accountant for NNSA's Management and Budget organization, performing accounting transactions and account analyses using various accounting systems and spreadsheets. You will engage and team with high-level Department of Energy (DOE)/National Nuclear Security Administration (NNSA) stakeholders and contractors across the complex.

Duties

As an Accountant, you will: Perform a variety of accounting work, applying conventional and established accounting principles and procedures. Participate in performing comprehensive reviews of the adequacy of integrated contractor accounting systems, financial accounting, and any major changes thereto. Provide technical advice and guidance in the application of financial management policies and procedures, proper accounting treatment and reporting for activities. Advise managers or others when transactions differ from norms in nature and volume. Maintains ongoing liaison with field offices and contractors' staff, through discussions and correspondence. Assist legal, contract, and technical personnel in interpreting the financial implications of program, budgetary and contractual requirements and implements integrated contractor accounting systems and reporting improvements to assure the maximum usable information at minimum cost and effort. Attends staff meetings, program reviews and contractors' presentations. Maintain contacts with office staff in assigned organizations and with other agency components as necessary. Maintain ongoing liaison with site offices and contractors' staff through discussions and correspondence.

SPECIALIZED EXPERIENCE REQUIREMENTS NQ-02: In addition to meeting the basic education requirements for the 0510 series, applicants must have one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the federal service, i.e., NQ-01 or GS-07/08. Specialized experience for this position is defined as: Experience in various areas of accounting to include three (3) of the following four (4) items: Federal control of funds Analyzing financial data and reports Utilization of an automated accounting system General ledger experience Examples of the specialized experience include but are not limited to: Experience applying financial management, accounting theories, concepts, policies, and generally accepted accounting principles reviewing financial data and reports; and providing sound technical application to work products. Applying financial knowledge in analyzing financial data and reports. Reconciling, researching, identifying, and resolving difficult problems or discrepancies in accounting data, compiling data, preparing routine reports, briefings, and correspondence. Employing automated accounting systems and spreadsheets to input and analyze data, solve accounting issues, and present results. Experience in developing, reviewing, and executing procedures to maintain the accuracy of the standard general ledger by performing reconciliation of accounts, accurately recording accounting transactions, recommending, and adjusting as required in support of accounting month-end and fiscal year end close. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.

Individual Occupational Requirements

Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Applicants who have completed part or all of their education outside of the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. A written evaluation of any foreign education must be provided with your application in response to this vacancy announcement or be received by the closing date of this announcement.
