The incumbent is assigned to the Primary Care Service Line as the Chief, Primary Care. The Chief, Primary Care oversees all primary care health services at the VA Southern Oregon Rehabilitation Center and Clinics, including Grants Pass CBOC and Klamath Falls CBOC. This position is 90% Administrative and 10% Clinical.

Duties

Located in the Rogue Valley, White City allows easy access to Metro-area of Medford while remaining engrossed with nature. White City is an unincorporated community in Jackson County, Oregon, in the Rogue Valley. It is about nine miles north of Medford and 34 miles north of the California border. Enjoy the scenic drives to either Crater Lake, Oregon's only National Park, and to the mountain resort Lake of the Woods. Take a family-friendly hike to a waterfall or ride the only section of the Pacific Crest Trail that's open to mountain bikers. Duties include, but not limited to: Provides direct patient care through assessment, ordering, monitoring, and follow up where needed by the facility. Responsible for the initiation of appropriate health care consults and referrals for all direct-care patients as applicable. Provides consultation to health care providers about assessment findings and treatment plan for all direct-care patients to ensure that care is coordinated, collaborative, and integrated within the Medical Center. Develops, implements, and documents within the clinical treatment plan for all direct-care patients as indicated and appropriate for the specific job setting and duties of the provider. Complies with all Service Line documentation requirements, including standards for timely completion of Electronic Medical Health Record (EMHR) patient contact notes, use of required documentation templates, clinical reminders, treatment plans, and risk assessment protocols. Adheres to all Facility and Service Line policies and practices for delivering direct patient care, including but not limited to direct risk assessment and risk mitigation practices for potentially dangerous behavior (suicide and violence), timeliness of care and access standards, professional conduct requirements, and EMHR documentation conventions. Primary responsibility for all aspects of administration both within Primary Care and in the relationship of Primary Care to the VA facility at large and its component service lines. Develops an overarching strategic vision and plan for the Primary Care Service Line, disseminates the plan to facility staff via respective Clinical Operations Managers (COM), and ensures progress toward the strategic goals. Exercises supervisory, program management, and administrative responsibilities that are complex in scope and that constitute a significant portion of the facility. Maintains interdepartmental relations with other services to accomplish facility goals. Provides leadership with objective, independent assessments and recommendations for policy, operational, and administrative issues and initiatives requiring decision and action. Advises leadership on implications, key issues, and relationships to interest groups (both internal and external) and recommends courses of action. Coordinates and negotiates resolutions to complex problems involving the Primary Care Service Line or facility. Primary Care Service Line scope of service includes three locations, each with front-line clinical supervisors and administrative staff. Assesses and collaborates with COMs to reorganize services as new needs and opportunities arise. The direct administrative and professional supervision of 25+ staff Service line administrative and professional supervision and accountability all PCSL staff reporting to Clinical Operations Managers or supervisors (above). Oversees, in collaboration with respective COMs, The development of policies and procedures, performance standards, position descriptions, and functional statements. The monitoring of staff clinical performance, and completion of staff performance appraisals. Other clinical and administrative responsibilities to ensure that the mission of the service and the facility has been satisfied. May set training objectives for staff and delegate responsibilities to subordinate sections. Qualifications

To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Additional Requirement: VHA Primary Care experience preferred, Experience managing a diverse service across care-settings, Rural Primary care experience, Supplemental managerial degree i.e. MPH, MBA, MHA Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Light lifting (under 15 lbs); Light carrying (under 15 lbs); Use of fingers; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; See a computer screen Environmental Factors: Working closely with others

Education

Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
  1. Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
  2. Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
  3. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
