About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the US Army Cyber Command ACOFS G2 located at Fort Eisenhower, GA.
Duties
Develops plans and resourcing strategies to meet ever-changing and expanding requirements for intelligence communications, networks, equipment, support, software, and training.
Utilizes a broad understanding of Intelligence Support to Cyber Operations to formulate support strategies.
Researches and provides expert advice and assistance to the G2 concerning all personnel actions, policies, issues, and requirements.
Responsible for formulation, justification, and execution of multiple-year intelligence budget for the G2 Directorate.
Provides staff oversight, advice, and assistance concerning intelligence fiscal policies, programs, and projects.
Evaluates data submitted for consistency with previous cost estimates and reviews changes in funding levels.
Projects future costs, makes recommendations to control these costs and reallocates resources to improve productivity and remain within fiscal constraints.
Performs various requirements management functions to include gathering, analyzing, validating, defending, submission, and oversight of intelligence requirements that result in a contract action.
Manages the planning and oversight of the G2 travel program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must be able to obtain and maintain a TOP SECRET clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 investigation/Single Scope Background Investigation (SSBI). Suitability for SCI cannot be waived.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450.

Specialized experience is defined as experience managing intelligence contracting, intelligence budgets, and assisting in acquisition issues; coordinating with resource management on fiscal expenditures; AND managing a travel program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
