This position is located at Bureau of the Fiscal Service, Data Strategy Division. As a Program Analyst, you will provide product management guidance and expert level advice to other employees and promote efficiency and effectiveness in financial management data transparency and standardization.
Duties
As a Program Analyst, you will:
Serve as an authority responsible for performing operations analysis and program management tasks on issues which require broad expertise and coordination.
Provide staff support in the overall development of concepts and strategies that will form the framework of strategic planning for the Data Transparency efforts.
Assist in developing and implementing goals, objectives and plans for the Data Transparency efforts to ensure that they are consistent with Treasury's policy and FS operating policies and priorities.
Manage the production of briefings for senior Fiscal Service management, Congressional committees, OMB and other senior level audiences on issues related to Financial Management Data Transparency.
Coordinate the design, development, implementation, and evaluation of quality initiatives for Data Transparency.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Experience in all stages of the data analytic cycle: data collection, preprocessing, analysis, visualization, designing and implementing data analysis plans, and strategies; AND
- Experience with programming languages such as Python, R or SQL for advanced data manipulation, analysis, and machine learning model development; AND
- Experience in producing high-quality report, interactive data visualizations, and impactful presentations and presenting the information to technical and non-technical audiences; AND
- Experience independently leading and managing research projects.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
