About the Position:
The Community Superintendent serves as an assistant to the District Superintendent, sharing the full level of supervision for the schools in the predetermined geographical areas. The office functions as an intermediate level of supervision between the Superintendent's office and the School Principal, having delegated authority to manage school affairs for a widely dispersed geographic area.
Duties
Serve as the alter ego to the District Superintendent, fully sharing the duties, responsibilities and operations of the assigned District Office or District Field Office.
Supervise and evaluate the performance of assigned district or field office staff.
Provide leadership and support to core curriculum programs as well as special education, continuous school improvement/accreditation, and professional development.
Provide policy guidance and professional leadership to encourage achievement of the highest possible level of educational excellence.
Monitor operating budget, staffing allocations, and financial plans as needed to ensure that approved educational services are provided.
Requirements
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

- Two-year trial period may be required.
- Appointment subject to a suitability/fitness determination, as determined by a background investigation.
- Two-year supervisory trial period may be required.
- This position requires a Tier 3 (T3) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
- You will be required to sign a mobility agreement, be available for worldwide placement, and be willing to rotate to any DoDDS or DDESS location.
- A secret security clearance is required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Basic Requirements for Supervisory Education Program Administrator (Community Superintendent):
Education: The course work must have been completed at, or accepted by, a regionally accredited U.S. college or university. Applicants must provide copies of bachelor's and master's transcripts (include EDS and Doctorate if applicable). Acceptable degree pathways are listed below. Applicants currently assigned as a DoDEA Community Superintendent will be granted approval of previously accepted qualifications. Semester hours for credit bearing internships or practicum experiences in educational leadership and/or supervision is accepted.
a. Master's degree in Educational Administration/Educational Leadership.
OR
b. Master's degree reflecting 30 semester hours of graduate level course work. Of the required 30 hours of graduate level course work, a minimum of 20 of those semester hours must be Educational Administration/Educational Leadership.
Note: Applicants who submit a valid unencumbered fully professional administrator license with a certification comparable to DoDEA Principal and issued from a State Board of Education of the United States and its U.S. territories or National Board for Professional Teaching Standards (NBPTS) will be considered to have fulfilled the semester hour requirement for Educational Administration/Educational Leadership and be found eligible. All undergraduate and graduate transcripts are still required to be submitted with application.
AND
General Experience: 3 years general experience in teaching, educational research, development of educational materials and aids, education testing, guidance counseling, educational administration, or comparable activities which have clearly demonstrated success in the application of principles, methods, and techniques of education, and provided familiarity with the current developments in education and training.
AND
Specialized Experience: 3 years of specialized experience in a staff or supervisory position which clearly demonstrated the ability to administer school educational programs and to effectively supervise educators and support personnel. At least 2 years of specialized experience must be at a level equivalent to the next lower level. For a Supervisory Education Program Administrator (Community Superintendent), the next lower level is defined as a school principal or a position with similar duties and responsibilities. (Note: No more than 1 year of experience in positions that did not involve actual school or educational program administration will be credited as specialized experience.)
