The supervisory interdiscipliary integrated resources program manager oversees Lyndon B. Johnson National Historic Park and Waco Mammoth National Monument's natural and historic resources program in Johnson City, TX.
Duties
Major duties of the position include but are not limited to:
Provide leadership and fellow division managers with information and recommendations on natural and cultural resource issues and management actions. Identify natural cultural resource priorities and research needs. Provide a cultural and natural resources perspective into park management decisions and planning documents. Tactfully and effectively communicate with tribal governments and tribal partners in a manner that respects tribal sovereignty and cultural values, builds trust, and creates opportunities for collaboration.
Formulate and administer an annual operating budget involving staffing needs, material equipment needs, and work projects, with related costs and yearly work schedule. Prepare requests for proposals or statements of work to accomplish natural and cultural resource projects and priorities
Carry out program management duties by developing work plans and schedules, scopes of work, cost estimates and directing subordinate staff. Serve as the agency's technical representative (ATR or COTR) on contracts or agreements to ensure completion of projects within scope, schedule and budget. Develop and negotiate cooperative and interagency agreements and other cooperative instruments to effectively carry out resource management goals
Provide oversight of projects to ensure appropriate National Environmental Policy Act and National Historic Preservation Act compliance and presentation of results and concerns to management officials. Implement NPS museum management practices and policies.
Supervise subordinate natural and cultural resources staff following law, policy, and best management practices to support Lyndon B. Johnson National Historical Park (LYJO) and Waco Mammoth National Monument (WACO)
Qualifications
All qualifications must be met by the closing date of this announcement-06/28/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. Basic Education Requirement: All applicants must meet the basic requirement AND the experience listed below. YOU MUST SUBMIT ALL YOUR TRANSCRIPTS.
Historian GS-0170:
Degree: history; or related field that included at least 18 semester hours in history.
OR
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.
Archaeologist GS-0193:
1. Degree that included 3 semester hours each in the following course areas:
History of archeology;
Archeology of a major geographical area such as North America or Africa.
Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.
AND
Six semester hours of related course work in:
geography, geology, or cultural geography;
history, historiography, or historical archeology;
environmental studies; scientific writing (nonfiction English composition); and/or
surveying;
AND
Archeological field school.
2. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in 1. (including archeological field school).
OR
Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education;
OR
Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
Museum Curator GS-1015
Degree: museum work; or in an applicable subject-matter field.
OR
Combination of education and experience -- courses equivalent to a major, as shown above, plus appropriate experience or additional education.
OR
Four years of experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as shown above.
Physical Scientist GS-1301
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Provide leadership for an intricated program of resources management activities that involves sensitive issues that may impact a wide variety of park's issues. Supervises and/or manages a natural and cultural resource program that provide long term protection. Applies laws, regulations, and policies as it relates to preservation and protection of natural and cultural resources. Conducts program management and administration of budget and personnel. Develop and maintain positive working relationships with national, regional, local entities and tribal partners. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
