The primary purpose of this position is to perform and/or advise on applying, capturing, and accounting for funds used to accomplish complicated real property acquisition, construction, maintenance and repair, management, utilization, and disposal actions.

Duties

Act as the program manager for land, real estate transactions, leased space, and/or facility space to support the overall program, ensuring complex real estate support services are validated and programmed. Develop local procedures to ensure real property records are current/complete, and an accurate inventory of assets with supporting documentation is maintained. Determine the appropriate real property interest to be acquired, highest and best use of property, as well as technical guidance to satisfy the requirements for specific projects. Prepare value estimates and rental determinations for outgrant requests including easements, leases, permits, etc., for use between agencies, and private landowners. Perform annual boundary inspections and reports land encroachments and overused, underutilized, or excess property and make recommendations to the Facility Board for appropriate action.

  • The work is primarily performed while sitting although employee will attend many on-site inspections for new construction, repair, and modification projects as well as physical inspections of real property.
  • CONT: Work may require bending, walking, standing while inspecting facilities, or carrying light objects such as floor plans, sales or contract file folders, computer reports, or digests of sales.
  • The work is usually performed in an office setting. However, there may be occasional exposure to risks when the employee makes on-site inspections of properties, particularly undeveloped property or property under construction.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while providing support in performing and or advising on in/out grant management, utilization, management, disposal, and acquisition of real estate. OR EDUCATION SUBSTITUTE FOR GS-09: Master's or equivalent graduate degree or two full years of progressively higher level graduate education in an appropriate field leading to such a degree or LL.B. or J.D. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. OR SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting with a wide range of real property actions from compliance inspections, utilization studies of properties, inventory of assets, or negotiations which might have included acquisition, management, or disposal of properties. OR EDUCATION SUBSTITUTE FOR GS-11: Threefull years of progressively higher level graduate education leading to such a degree or LL.M., if related or Ph.D. or equivalent doctoral degree, OR LL.M., in a related field. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. Knowledge of a wide range of complex real property principles, concepts, and practices; as well as agency, state, and local government procedures, and the appropriate statutes and policies. 2. Knowledge of property disposal policies and procedures, out grant procedures, local market situations, and required documentation. 3. Knowledge of policies and procedures for real property documentation and records, as well as knowledge of common accounting and data analysis principles. 4. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 5. Ability to analyze space utilization requirements and make recommendations on reuse. 6. Ability to communicate effectively, both orally and in writing, using tact and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
