This position is located at Department of Housing and Urban Development OIG, Office of Audit. As an Auditor (Performance) (Field Auditor), you will be responsible for conducting internal and/or external performance reviews and audits of HUD programs administered by HUD and external program participants.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes: Conducting segments of audits; AND Preparing work papers using an automated auditing software program; AND Collecting, analyzing, and summarizing evidence to support audit conclusions; AND Identifying controls over operations and recognizing weaknesses in controls; AND Researching laws, regulations, guidelines, and procedures. OR You may substitute education for general or specialized experience as follows: Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. (Attach copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-09, you must have been at the GS-07level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.

OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
