  This position is located in the Office of the Office of the Chief Human Capital Officer (OCHCO), Associate Director for Human Resources Training and Development (HRTD), Reactor Technical Training Branch (RTTB).  The supervisor is Matthew Emrich. This position is Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is subject to Confidential Financial Disclosure reporting requirements.    

Duties

As the Senior Reactor Technology Instructor you will designs, develop, implement, and maintain training modules and associated materials within designated reactor vendor design(s), regulatory programs, and associated technical areas to initially provide and continually maintain regional and program office inspection and staff personnel with the level of technical and regulatory knowledge necessary to perform their assigned job functions. Acts as task leader for development of new courses and curriculum areas and major modifications to assigned reactor technology area. Provides instruction in classroom, workshop, and simulator environments. Develops, technical review, and administration of examinations to evaluate the level of understanding of attendees upon completion of specified phases of the training programs. Provides highly skilled technicalassistance to NRC staff in the area of nuclear power plant (NPP) design, instrumentation, control, and operations. Serves as NRC Contracting Officer’s Representative (COR) and technical monitor for complex technical training contracts and procurements as assigned. Mentors and professionally develops GG-13 level Reactor Technology Instructors assigned to their respective assigned reactor technology program.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  The ideal candidate will be able to demonstrate the following: Knowledge and understanding of commercial light water reactor (LWR) facilities (detailed knowledge of multiple light water reactor designs is required) with emphasis in system design, instrumentation and control (I&C), plant operations, operating requirements, technical specifications, and transient response. Describe specific experience, education (bachelor's degree or college credits), and training which demonstrates your knowledge and understanding of the design, operation, and operating requirements of commercial nuclear power facilities of multiple light water reactor vendors. Include sufficient information to allow determination of both the breadth and depth of your knowledge and experience. Knowledge of NRC goals, programs, regulations, regulatory guides and licensing policies applicable to light water reactor (LWR) nuclear facilities. Describe specific experience, education and training which demonstrates your knowledge and understanding of the regulation of LWR nuclear facilities. Also, describe specific education, experience and training which demonstrates your understanding of the revised reactor oversight program, the maintenance rule, and the principles of PRA as applied to power reactor regulation. Knowledge of the principles and practices and demonstrated experience in leading the implementation and maintenance of technical training programs including the Systematic Approach to Training (SAT). Describe specific experience, education and training which demonstrates your knowledge, understanding, and leadership of the implementation and maintenance of technical training programs. Describe the relevance of your knowledge and experience to the implementation and maintenance of technical training programs, including your application and understanding of the systems approach to training. Provide detailed information describing the extent of your classroom and simulator student contact time. Ability to communicate effectively both orally and in writing. Describe your experience, education, training, and accomplishments which demonstrate your ability to participate in and lead complex technical discussions; write papers or reports; and establish effective working relationships with supervisors, peers and individuals of diverse backgrounds. Provide specific examples which demonstrate your ability to lead discussions, present briefings, and write papers or reports. Demonstrated ability to mentor new (and/or junior) staff and foster positive employee development. Describe your relevant experience in the areas of staff mentoring and employee development. Describe specific education, training, and/or experience which has enabled you to acquire human relations and interpersonal skills. Explain how these skills fostered your ability to work effectively with people either individually or in a group or team environment; enabled you to effectively exchange information, provide advice, or facilitate problem solving to positively impact employee professional growth and career development. SPECIALIZED EXPERIENCE is defined as:  is defined as experience that demonstrates a thorough knowledge of commercial (or military) power plant facilities (both PWR and BWR), particularly in the areas of systems design, instrumentation and control, risk insights, plant operations, operating requirements, technical specifications, and transient response and implementation of training programs. Basic Requirements:

Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Or

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
