The primary purpose of this position is to manage the installation's disaster preparedness (DP), air base operability (ABO), chemical warfare defense (CWD), Civil Engineering Prime BEEF, and hazardous material (HAZMAT) emergency response programs.

Duties

Manages the DP readiness programs; manages and oversees the disaster preparedness training programs. Serves as technical advisor to the installation commander and provides sound technical advise on emergency response concepts and procedures for situations involving enemy attacks, natural disasters, accident response, and other emergencies or contingencies. Serves as the Survival Recovery Center advisor and directs the activities of the Nuclear, Biological and Chemical (NBC) Control Center Participates in discussions, meetings or serves on panels or committees; complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. Responsible for acquisition, maintenance, storage, and shipment of equipment and systems required to support emergency response operations, Prime BEEF deployments, and personnel shelter activities.

  • Reviews and revises host-tenant and interservice support agreements, and mutual aid agreements.
  • May be required to travel by military or commercial aircraft to accomplish temporary duty.
  • Must be able to obtain and maintain a Secret Clearance.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of DP and emergency response principles, practices, procedures and regulations applicable to the full range of DP responsibilities on a military installation and the relationship of these responsibilities to local civil emergency management programs. Knowledge of Federal Response Plan organization, lines of authority, and installation response roles and responsibilities. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of natural disaster response procedures, training techniques, and the use of special training equipment. Knowledge of the organization, programs, mission, and functions of the installation and MAJCOM to plan, schedule, and coordinate DP readiness activities. OR EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders; knowledge of Federal Response Plan organization, lines of authority, and installation response roles and responsibilities. 2. Knowledge of natural disaster response procedures, training techniques, and use of special equipment; knowledge of analytical and evaluative methods and procedures and skill in evaluating program operations to develop comprehensive plans and to analyze work processes and continually improve them to meet customer requirements. 3. Knowledge of the capabilities, limitations, and employment concepts for NBC and conventional defense, detection, protective clothing/equipment, and decontamination 4. Knowledge of standard storage methods and hazardous material classifications; knowledge of and ability to develop DP training programs and conduct training and testing. 5. Skill in planning and executing mobility/Prime BEEF programs; skill in planning, organizing, directing, operating and evaluating DP, CWD, HAZMAT, and ABO programs. 6. Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations; ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
