THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD *You must be a member of the New Mexico Army National Guard to be eligible for this position This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D2197000 and is part of the NM Director of Logistics, National Guard.

Duties

This position serves in the Deputy Chief of Staff Logistics (DCSLOG), G-4; of an Army National Guard (ARNG) Joint Force Headquarters (JFHQ) structure. Serves as the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment Fielding's, training, Army Food Management Information System (AFMIS) and inspections. Exercises knowledge and application of Department of Army (DA), Defense Logistics Agency (DLA), National Guard Bureau (NGB), and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subsistence accounting procedures. Maintains oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands. Budgets for subsistence operations and subsistence requirements, including operational ration ceilings. Assesses use of facilities and equipment, to ensure expeditious accomplishment of priority work without adverse impact on normal, recurring work. Develops for the DCSLOG-G4 recommendations, policies, procedures, long range plans, and special projects. Recommends solutions to controversial problems and actions of a precedent-setting nature, to include coordination with major commands and the Army Center of Excellence, Subsistence. Participates in field exercise planning sessions, discussing availability of subsistence, budgets, issue of operational rations and ARNG support to exercises. Serves as Chairperson and as a voting member of The Adjutant Generals Food Service Management Board. Responsible for planning and oversight of subsistence support to ARNG units and dining facilities. Coordinates veterinary staff support for cyclic inspections of operational rations as required. Maintains oversight of facility and subsistence security to ensure theft prevention, unexplained losses, and unauthorized entry procedures are enforced. Monitors the AFMIS to ensure reporting requirements from local, DA, NGB, and vendors are timely and contain accurate and formatted data. Monitors daily flow of data from customers and its return to customers. Performs daily validation processing cycles. Technical and functional knowledge of system operation is required in the performance of these tasks and in troubleshooting associated problems within the system as they occur. Works daily with functional users and technical personnel to identify and resolve operational and technical problems, and to ensure flow of data and procedures are the most efficient possible. Assists and coordinates with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation. Analyzes data automation policies, regulations and procedures to determine their impact on logistics information systems and to identify changes in the maintenance and use of computerized data by functional specialists. Provides troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists. Expands analysis to include/incorporate technical expertise/knowledge/source in determining the solution. Retrains, guides, and defines system operation if problem resides with functional user. Provides technical liaison service to each ARNG unit, prime vendor, and other vendor companies. Provides subsistence support for troop movements, maneuvers, and emergency and contingency plan requirements, in addition to normal and daily support. Performs oversight of customer and stockage requirements determination process and proper pricing of subsistence. Serves as the Contracting Officer Representative and submits technical specifications of contract requirements for commercial vendors when providing meal support. Prepare, award, and administer State Competitive Food Contracts for ARNG feeding. Oversees food service contractor performance. Conducts, coordinates, and evaluates inspections and assistance visits to ensure compliance with policies and regulations and to identify systemic problems. Responsible for the administration of the Department of Army Philip A. Connelly Food Service Excellence Awards Program for the State. Monitors State ARNG federally funded Readiness Centers and ARNG Dining Facilities to ensure they remain within authorized standards and that required reviews are conducted. Ensure dining facilities a nd unit food services operate under regulatory requirements for Army feeding operations. Performs other duties as assigned.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • THIS POSITION IS SUBJECT TO 1 YEAR PROBATION REGARDLESS OF CURRENT TECHNICIAN TENURE..

Qualifications

Military Grades: Enlisted (E-4 to E-6) Compatible Military Assignments: 92G OR personnel with Food Service experience GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems SPECIALIZED EXPERIENCE: Must have experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.
