About the Position: As an Equipment Specialist for the US Army Corps of Engineers' Charleston Operation Division, Hydropower Branch and Field Office you will serve as the Maintenance Control Specialist for multipurpose and/or large single purpose projects including navigation locks, navigation channels, dredge material disposal areas, power plants, flood control structures, visitor centers, natural resources and recreation features, and other appurtenant elements at several locations.
Duties
GS-5 Learn with guidance, the Facility Equipment Management (FEM) system for the execution of the District and/or Project Maintenance program, participating with other Material Control Specialist (MCS) and Asset Manager.
GS-5 Reviews the instructions and step-by-step procedures for operation and maintenance of the assigned equipment to assess if they part of the job plan associated with the Preventive Maintenance (PM) work orders.
GS-5 and GS-7 Participates with guidance immediate and long-range replacement forecasts along with budgetary estimates considering factors such as estimated service life, utilization trends, maintenance costs, reliability, and funding availability.
GS-5 and GS-7 Learning and developing experience to advance to next level of required duties.
GS-7 Under supervision utilize the use of the Facility Equipment Management (FEM) system in the execution of the District and/or Project Maintenance program, directly participating cycle management of US Army Corps of Engineers (USACE) assets.
GS-7 Ensures the instructions and step-by-step procedures for operation and maintenance of the assigned equipment are part of the job plan associated with the Preventive Maintenance (PM) work orders provided to maintenance crews (skilled trades).
GS-7 Prepares, under guidance, immediate and long-range replacement forecasts along with budgetary estimates considering factors such as estimated service life, utilization trends, maintenance costs, reliability, and funding availability.
GS-9 Serves as the expert on the use of the Facilities Equipment Management (FEM) system in the execution of the District and/or Project Maintenance program, in the daily and long term life cycle management of US Army Corps Of Engineers assets.
GS-9 Prepares immediate and long-range replacement forecasts along with budgetary estimates considering factors such as estimated service life, utilization trends, maintenance costs, reliability, and funding availability.
GS-9 Schedules work and issues work orders for routine and cyclic maintenance, repair and replacement of all equipment, machinery, etc. in the FEM system.
GS-9 Advises operations managers, maintenance managers and a variety of maintenance crews (skilled trades) on maintenance related policy requirements.
GS-9 Provides technical advice, assistance and specialized equipment knowledge regarding the utilization, reliability, maintainability, reparability, accountability, authorization, disposition, and procurement within a major area of responsibility.
GS-9 Reviews technical provisions of Operations and Maintenance service contracts, identifies contract preventive maintenance and inspection requirements, and tracks completed contractor work.
GS-9 Prepares technical specifications for inclusion in procurement solicitation packages for equipment purchases and services.

Minimum Qualification for GS-5: General Experience: Three years progressively responsible experience, 1that provided a knowledge of the characteristics, uses, and properties of equipment, experience may be gained in trades or craft, engineering technician, production control, inspection or, other work related to the specialization of the position level, which includes but is not limited to: The OPM Qualification Standard provides the following examples:
A. Full-time resident study in a technical institute above the high school or trade school level on a month-for-month basis;
B. Completion of a full 4-year curriculum in a technical or vocational high school for up to 6 months of general experience;
C. Completion of a resident trade school course of at least 1 year of general experience.

Education: Four year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.)
OR
Graduate education (education above a bachelor degree) in the fields related to the position, such as (mechanic, operation of equipment, manufacture).
GS-5: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes: Service that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes: (1) coordinating maintenance and repair of facilities for a variety of buildings and developing maintenance concepts, initial repair and replacement factors; (2) working as liaison with a variety of personnel for facility maintenance projects to resolve problems or issue; (3) utilizing a variety of automated systems to prepare reports, work packages, and descriptions of the work and equipment involved to resolve the problems identified; and (4) conducting inspections of maintenance projects..
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.
Specialized Experience for GS-7:
One year of specialized experience which includes: (1) learning to coordinate maintenance and repair of facilities for a variety of buildings and developing maintenance concepts, initial repair and replacement factors; (2) learning to work as liaison with a variety of personnel for facility maintenance projects to resolve problems or issue; (3) utilizing a variety of automated systems to prepare reports, work packages, and descriptions of the work and equipment involved to resolve the problems identified; and (4) with assistance conducting inspections of maintenance projects.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: analyzing equipment, maintenance work, operation of equipment and technical specification field(s) of study.

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Maintenance, Equipment Operations, Inspection of Equipment fields of study. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
