About the Position:
Serve as a Supervisory Budget Analyst and work under the general supervision of the Budget Division Chief, G8 and USAACE who provides direction in terms of broad policy statements and general direction in terms of broad policy statements and general goals and objectives. Serve as a subject matter expert and coordinate with branch leads in the analysis, development and execution of current and proactive resolutions to the difficult and complex USAACE budgetary funding issues.
Duties
Serve as subject matter expert, financial consultant, and technical authority on issues regarding budgeting strategies and techniques; use of financial management products; resource distribution; financial forecasts and projections.
Supervise employees involves in the application of financial laws and statues, financial and budget systems policies, accounting principles, theories, concepts, and practices as they pertain to budget, financial systems and interfacing systems.
Coordinate and consult with staff in the review of accounting documentation and records, ensuring compliance with applicable guidelines.
Develop annual and long-range financial plans, resolution to unusual or controversial issues and problems.
Provide advice, counsel, or instruction to individual employees involving technical work as well as administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires to obtain and maintain a Secret clearance.
- Financial management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position requires that the employee occasionally travel away from the normal duty station up to 10% of the time.

This is a TERM NTE 3 YEARS position. Position may be filled as a TERM Appointment NTE 3 YEARS. TERM appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, TERM appointments may be extended beyond eight (8) years.
Current permanent Federal employees (to include permanent Army employees) applying for a TERM appointment will be appointed/converted into a TERM appointment with no statuary return rights back to a permanent position.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes: 1) Develop budgetary plans by reviewing, editing, and consolidating annual and multi-year budget estimates for assigned organizations. 2) Prepare narrative justifications and projected funding needs. 3) Identifying and analyzing trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis. 4) Assign work to subordinates in the development execution of funds, ensuring that funds are available and being properly and effectively to support program objectives. AND 5) Prepare and present budgetary briefings to senior management officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
