About the Position: This is a Program Manager, GS-13 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Planning, Programs, & Project Management Division.

Duties

Serves as Section Chief with responsibility for planning, programming, directing, reviewing, and ensuring performance of the diverse environmental remediation mission projects in the Omaha District. Assignments include Defense Environmental Restoration Program (DERP), including Environmental Restoration Program (ERP), Environmental Quality, Base Realignment and Closure (BRAC) Military Munitions Response Program(MMRP). Directs staff in developing annual program plans, review of initial project assignments to determine adequacy of furnished criteria and in defining and requesting classification of additional criteria where required. Oversees and assists subordinate staff in determining whether the services are contracted or if in-house capabilities exist to perform assigned project tasks. Train, mentor, and develop new employees to reach journeymen level in support of Corps Mission. Act as Contracting Officer's Representative (COR) for one or more contracts used in the environmental remediation program and is required to manage one or more contracts to include tracking of contract usage and expenditures. Supervises subordinate multi-disciplinary Project Managers with backgrounds in environmental engineering, civil engineering, architecture, physical sciences, environmental protection specialists and other areas of engineer/science expertise. Establishes performance requirements and makes formal performance appraisals. Counsels employees on problems encountered, adjusts informal complaints through discussion with employees. Evaluates, recommends, and adjusts accordingly the numbers and disciplines of in-house personnel needed to support the programs.

  • Must complete a one-year supervisory probationary period to assess your ability to perform supervisory duties is required unless previously completed.
