The primary purpose of this position is to provide a Computer Specialist for the software development section at HOLM CENTER. The individual will be responsible for the development, modification, and maintenance of programs associated with the HOLM CENTER COTS Student Management System - Peoplesoft.

Duties

Manages development and maintenance of required software programs to support the needs of the user using a COTS product - Peoplesoft. Directs and/or participates in systems and applications software and hardware test planning. Prepares documentation, recommendations, and reports.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D. or equivalent Doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Note: You must submit copies of your official transcripts) OR EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: The utilization of a wide-range of computer programming techniques, methods, and procedures; the utilization of agency policies, automatic data processing standards, and technical data to evaluate alternative approaches to problem solutions; the utilization of Peoplesoft Student Administration software, Peoplecode, SQL queries, and computer requirements/techniques to carry out project assignments that consist of several related tasks; and the application of customary approaches, techniques, and requirements during the implementation, modification, and development of Peoplesoft Student Administration COTS software. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Advanced knowledge of Peoplesoft Student Administration software, Peoplecode and SQL queries, computer requirements and techniques in carrying out project assignments consisting of several related tasks. Knowledge of the customary approaches, techniques, and requirements appropriate to implementing, modifying, and developing Peoplesoft Student Administration COTS software. Knowledge of testing methods and procedures; Knowledge of programming languages and techniques. Skill in written and oral communication. Ability to establish program objectives or performance goals and assess progress toward their achievement; Ability to coordinate and integrate the work activities of several organizational segments or several different projects. Ability to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
