The primary purpose of this position is to communicate information visually through the development and execution of large-scale audiovisual productions (scripted and unscripted video imagery, visual documentation of live events for immediate or delayed broadcast, audio, and audiovisual editing for productions, and/or other similar audiovisual products).

Duties

Serve as the overall project manager responsible for production values and aesthetic quality of professional audiovisual productions and products. Write and/or adapt original material collected from numerous outside sources where there is little, if any, direction as to the content and design. Edit professional quality audiovisual productions utilizing contemporary digital editing systems. Capable of integrating quality video imagery, graphics, photographs, text, narration, and music during post-production. Assist in carrying out the public affairs program. Use audiovisual technology to create visual products on virtually any topic ranging from video features, social.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Audiovisual Production Series 1071 IOR. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Experience Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. Examples of specialized experience includes knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means; knowledge of audiovisual techniques to a wide range of production and/or live broadcasts. Rehearses and directs the actions of production crews and casts, and in composes complex live or prerecorded programs with multiple visual or audio elements and other complicating features. This includes knowledge of all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices, and procedures. Uses this knowledge and skill to manage teams, coordinate logistics, control expenses, and arrange details of complex productions with significant planning and scheduling challenges. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the processes, methodologies, personnel, scripting, and related requirements involved in communicating information through audiovisual means. This includes a wide range of principles, concepts, and practices of audiovisual production to work independently on complex assignments from inception to completion. 2. Knowledge of a wide range of audiovisual resources, such as camera equipment, casting, shot lists, music libraries, stock footage, post-production services and live mobile truck production and broadcasts. 3. Skill in operating a wide range of audiovisual equipment to include cinematic cameras and related items such as lighting, sound, and editing equipment/software. 4. Skill go serve as director and/or technical director on live events for broadcast or recording using mobile production and/or satellite trucks. 5. Ability to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling challenges. 6. Ability to produce and direct large-scale audiovisual productions, write scripts, operate cinematic cameras, use non-linear editing equipment/software, create graphics and supporting text elements, direct crews and talent. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
