You will serve as a NATURAL RESOURCES SPECIALIST/ENVIRONMENTAL ENGINEER/PHYSICAL SCIENTIST in the ENVIRONMENTAL DIVISON, of NAVAL FAC ENGINEERING CMD WASH.

Duties

Manages programs and fosters an environment that administers all resources in a manner that instills public trust while accomplishing the mission. Demonstrates ability to clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences. Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Apply knowledge of an array of laws, rules, and regulations (National Environmental Policy Act, Endangered Species Act, Clean Air Act, Resource Conservation and Recovery Act, Safe Drinking Water Act, etc.) designed to protect natural resources. Applies principles, methods, tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance. Monitors progress and evaluates outcomes to improve organizational efficiency and effectiveness. Determines objectives, sets priorities, and ensures sound management processes and procedures are in place, ensuring that national interests are well served. Accepts responsibility for mistakes. Complies with established control systems and rules. Critically evaluates to identify the causes of problems and chooses courses of action that balance the interests of the mission and stakeholders. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed.

Requirements

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following 1) Responsible for timely execution of environmental Compliance, Planning and Conservation, Restoration projects for naval facilities. 2. Responsible for coordinating with Contracts and Environmental Business Line the identification of effective acquisition strategies. 3. Responsible for ensuring that appropriate Contract vehicles are in place to facilitate execution of all EV projects. 4. Responsible for induction process of all EV projects. 5. Responsible for answering fields questions, deconflicting contracting issues, and advocating environmental compliance. FOR THE 0819:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

FOR THE 1301:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

FOR THE 0401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
