This position serves as a Management Analyst in the Quality Management Department of the Pine Ridge Service Unit in Pine Ridge, SD. The incumbent will be responsible for managing service unit wide quality assessments and performance improvement initiatives and perform a variety of analytical assignments to review and evaluate administrative operations and management practices. The position reports to the supervisor of the departmnet.
Duties
Analyzes and evaluates program operations to meet goals and objectives
Provides technical advice on policies and procedures
Develops data for use in the management and direction of programs
Provides educational information on quality assessment and performance improvement programs
Compiles data and prepares complex administrative and management reports
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate the following education and/or experience as outlined below for the grade level(s) you are applying to. Any specialized experience must be equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the tasks as identified.
GS-09: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing studies and evaluating program operations; Assessing program development or execution and improving organizational effectiveness and efficiency through the use of analytical and evaluative methods/techniques and management organization principles; Gathering information and data presentation methods to prepare clear and effective recommendations and reports; and Presenting data, interpretations and conclusions in a clear, concise and logical manner. OR a Master's or equivalent graduate degree OR Two full years of progressively higher level graduation education leading to such a degree OR LL.B. or J.D., if related. All education must demonstrate the knowledge, skills and abilities necessary to do the work of the position OR A combination of specialized experience as described above and graduate education. Only graduate education in excess of the first year is creditable toward meeting the experience requirement when combining experience and education.
GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Utilizing qualitative and quantitative techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; Performing studies and evaluations, and making recommendations for changes and improvements to operations and programs; Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; Performing project management duties and effectively coordinating and integrating project objectives with management principles and processes; Applying communication techniques sufficient to present plans and proposals convincingly and negotiate; Extracting and interpreting raw data from various database information systems to write queries and formulas for various reports for senior level management; Sorting and organizing data in various forms and between software applications (for example: spreadsheets, charts, graphs) using software such as MS Office or equivalent software programs. OR a Ph.D. or equivalent doctoral degree OR Three full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. All education must demonstrate the knowledge, skills and abilities necessary to do the work of the position OR A combination of specialized experience as described above and graduate education. Only graduate education in excess of the second year is creditable toward meeting the experience requirement when combining experience and education.
GS-12: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Utilizing a wide range of evaluative and analytical methods, management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress, revising methods and developing new approaches and analyzing the impact of changes and making recommendations; Working with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas and deficiencies; Using project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Presenting findings, delivering briefings, and negotiating solutions to disputed recommendations using effective oral communication techniques; Preparing project papers, reports, manuals, and directives using written communication techniques; Extracting and interpreting raw data from various database information systems to write queries and formulas for various reports; Providing Visual Basic updates via Microsoft Excel or comparable software to ensure compatibility with established criterion and increase program efficiency; Sorting and organizing data in various forms and between software applications (for example: spreadsheets, charts, graphs) using software such as MS Office or equivalent software programs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
