As a Survey Statistician at the GS-1530-13, you will be part of the Office of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for developing methodologies that ensure surveys conducted by the Classification and Assessment Policy department use proper techniques in frame development, sampling, instrument design, data collection, processing, weighting, and analysis.
Duties
You will work in the Classification and Assessment Policy office conducting studies using survey methodology and statistics to inform the development of skills-based policy for improving talent management activities governmentwide and to shape the future of hiring for Federal jobs.
Major Duties include:
Applies statistical theories, principles, concepts, methods, techniques, and practices in both standard and unique ways to design, develop, and implement significant data collection for government-wide and agency-wide surveys.
Leads or serves as team member in the testing, administration, and analysis of government-wide and agency-wide surveys to produce results of sufficient rigor to inform Human Capital management, program development, and policy decisions.
Develops and applies sampling protocols and procedures using statistical/methodological techniques for models and trend analysis.
Develops or acquires advanced software systems and/or algorithms based on skills and experience in working with data representation, file systems, operating systems, computer languages, software development methodologies, and network protocols.
Reviews, develops, and plans statistical studies, development, and provides key knowledge and support to ensure statistical validity and sound technical judgment is incorporated in the execution of such studies, and is primary in the interpretation of findings. Performs special studies by identifying appropriate data to analyze the impact of Federal human resources policies and programs.
Primary in performing a variety of advanced statistical duties including gathering, organizing, compiling, and reviewing data involved in publications, special studies, and ad hoc requests; applying appropriate statistical techniques to produce meaningful tables, charts, graphs, and reports.
Develops and makes presentations for applied and professional audiences, and leadership at various levels, both internal to and external to OPM.
Primary contributor for the writing and editing of technical reports for government and internal OPM surveys and prepares summaries of the methodologies used and results of various analytic studies.
Works directly with agency customers to provide information and assistance on specific topics. Communicates and collaborates with team members daily on projects and other assignments.
Qualifications
In order to qualify, you must meet both, Basic and Experiencerequirements described below.
Basic Requirements:
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.
Credit shall be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. B. Combination of education and experience -- courses as shown in A. above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. (Note: You must attach a copy of your transcripts.)

For the GS-13 Grade Level: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience in performing ALL the following:
designing and developing surveys or questionnaires; planning and conducting data collection;
reviewing, analyzing, and interpreting statistical data; selecting statistical techniques and using statistical software (e.g., SPSS, SAS, Python, Excel, or other tools);
testing automated and web data instruments (e.g. survey or other data collection tools), documenting procedures and results; and
setting priorities; maintaining schedules; solving statistical or complex problems that occur; leading or working on teams; and completing projects according to project plans.
The experience should have included a full range of statistical work such as (a) sampling, (b) collecting, and analyzing statistical data, and (c) applying statistical techniques such as the measurement of central tendency, dispersion, skewness, sampling error, simple and/or multiple correlation, analysis of variance, and/or tests of significance.
