THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE NON-BARGAINING UNIT POSITION. Duties

Plans, organizes, resources, and directs the execution of complex inspection activities for the wing Commander's Inspection Program (CCIP). Activities include planning and directing inspections that incorporate DoD, DAF, gaining major commands (G-MAJCOMs), NGB, state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items, Special Interest Items, Command Interest Items and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the missions. Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOMs, state and wing exercise participants to meet G-MAJCOMs and/or combatant commands force-wide exercise requirements. Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Through trend identification and analysis, communicate data throughout the wing to commanders and unit self-assessment program managers for possible inclusion in their individual unit programs to determine compliance. Makes determination if trend items are wing-wide concerns, any wing-wide trends will be presented and explained during the commander's inspection management board (CIMB) and may be added into the CCIP for horizontal or vertical inspection. Designs CIMB that is a presentation of wing/unit CCIP and unit self-assessment programs focused on proactive mitigation of deficiencies or risks. Manages the compilation of data, the format and usability of the commander's dashboard as well as the data presentation during the CIMB. Works directly with commanders at all levels to assist in the identification of key deficiencies, key observations, and overall program effectiveness. Ensures CCIP calendars, external inspections and visits and Gatekeeper events are presented to the wing commander or delegee. Functions as the subject SME for waiver determination, writing, and submittal to the appropriate approval authority with commander's concurrence. Oversees and manages the Wing Inspection Team (WIT) conducting inspection and exercise activities. Ensures the WIT consist of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander. Validates WIT members' understanding, and application of security principles and their ability safeguard classified information ensuring they are aware of applicable security classification guides. Oversees WIT training, product development and certification. Identifies and evaluates training requirements to ensure all assigned inspectors are fully capable of executing an inspection/exercise plan. Explains performance expectations to WIT members and provides regular feedback. Determines how many inspections/exercises can be accomplished based on available manpower and resources. Recommends to Wing Commander and IG, which functional areas require inspector augmentees or SAV requests are needed. Develops and delivers training for commanders ensuring they are aware of applicable DAF, NGB and G-MAJCOM guidance and how the responsibilities align with their self-assessment program. Serves as a qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors, and employees concerning the IG program and processes. Conducts IG complaint, Fraud, Waste and Abuse, and whistleblower intake by interacting directly with unit members and employees, protects confidentiality of complainants, and ensures a thorough and complete complaint is presented to the IG. Comprehends complex procedures outlined in IG regulations and directives and applies them to the handling of conventional investigations, complaints, and Congressional inquiries to ensure the integrity and confidentiality of the IG Program are maintained to help prevent unwarranted invasions of privacy.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Employee will be required to wear and use personal protective equipment as required and provided by the employer.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment.
  • Must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment.
  • Must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade in conducting inspection activities which may include planning or directing exercises. Possess extensive knowledge of and skill in interpreting DoD, DAF, NGB, and other agency guidance, laws, and regulations. Skill in organizing and analyzing data to conduct trend analysis and communicating results to higher leadership.
