Duties
WHAT IS THE CRIMINAL INVESTIGATIONDIVISION?

Vacancies will be filled in the following specialty areas:
Criminal Investigation, Strategy, Human Resources.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Performs classification reviews of clerical and paraprofessional positions and recommends final classification actions; reviews tentative organizational changes for processing or clerical work units; prepares position descriptions; reviews Requests for Personnel Actions (SF-52s); and prepares, codes, and inputs data into automated human resources management and payroll systems.
Prepares vacancy announcements, evaluates qualifications of internal or external job applicants; counsel's employees and managers concerning individual qualification determinations; reviews, codes, and perfects Requests for Personnel Actions (SF-52s); and reviews promotion certificates, documents selections, and closes out merit promotion files.
Schedules and conducts orientation sessions for new employees; maintains and monitors reinstatement applicant file, determining reinstatement eligibility and qualifications and notifying applicants of selection; responds to inquiries via telephone, in person, or by written correspondence; coordinates and assembles orientation video and packages; and prepares requests for certificates or obtains applications for rating under direct hire authority.
Participates in course development activities such as developing project agreements and operational plans; gathering data, conducting task analyses and preparing reports; planning course format and design; developing (or revising) training text, exhibits, exercises, and tests; etc.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
You must meet the following requirements by the closing date of this announcement:
GS-05 SPECIALIZED EXPERIENCE/EDUCATION: To qualify for this position at the grade 5 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes experience applying standard procedures and requirements related to an assigned human resource management function to perform a variety of clerical duties that support the assigned function(s). Examples may include maintaining position description books, classification standards, and files; providing routine information to managers and employees on various human resources issues; reviewing requests for personnel actions and position descriptions for format, completeness, and consistency; providing support work to others managing programs (e.g. training programs, education programs, etc); participating in preparing course materials for printing and distribution; and preparing vacancy announcements for review for less complex positions.
OR You may substitute education for specialized experience as follows: A bachelor's degree or four (4) years of education above high school in any field of study from an accredited college or university.
OR A combination of education and experience equivalent to that described above.
GS-06 SPECIALIZED EXPERIENCE:
To qualify for this position at the grade 6 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes experience in applying human resources management rules, procedures, and operations pertaining to the specific functional assignment. Experience using various computer equipment and software equipment to prepare documents, input data, compile and generate reports, and monitor administrative controls. Examples may include: Preparing vacancy announcements, screening applicants against minimum experience and educational requirements, reviewing position descriptions for format, completeness, and consistency; reviewing or processing requests for personnel actions; gathering data and preparing reports and documents; providing information to managers and employees on various human resources issues; researching, correcting, and validating pay transactions and utilizing office automation and various program applications in order to research information.
GS-07 SPECIALIZED EXPERIENCE:
To qualify for this position at the grade 7 level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal Service. Specialized experience includes applying human resources management rules, procedures, and technical methods pertaining to the specific functional assignment. Knowledge and skill using various computer equipment and software equipment to prepare documents, input data, compile and generate reports, and monitor administrative controls. Examples may include: Preparing vacancy announcements, screening applicants against minimum experience and educational requirements, performing classification reviews of clerical and paraprofessional positions; providing information to managers and employees on various human resources issues (e.g., employee benefits, labor relations, staffing, recruitment, position classification, worker's compensation, etc.); utilizing office automation and various program applications in order to research information; utilizing personal computers to gather, maintain, and compile statistical data on performance development activities; participating in course development activities such as gathering data and conducting limited task analyses and preparing reports; and utilizing personnel and payroll systems to affect a variety of personnel and pay actions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Education
A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
