The primary purpose of this position is to provide professional legal expertise for the full range of issues and problems arising in the fields of contracting, acquisition, and procurement, including claims, disputes, intellectual property, technical data, litigation, security and classified information, facilities, taxation, protection of governmental rights and property, foreign military sales, labor law and environmental issues.
Duties
Provides professional legal advice and legal guidance, oral and written. Advises and provides legal guidance to the 96th Test Wing Commanders, Deputies, Contracting Officers, Program Directors, Project Officers, Finance Officers, Staff and other personnel
Serves as Ethics Counselor, FOIA and Privacy Act Advisor, and Other Civil Law Matters Impacting Acquisitions
Serves as a legal representative on panels, boards, committees, reviews, etc.
Serves as Legal Assistance Attorney.
Requirements

- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Shift work and emergency overtime may be required
- Attorney appointments are subject to serve a one-year probationary period.
- Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
- Position requires a Jurisprudence Doctorate (J.D), the employee having successfully graduated from an accredited law school and the ability to practice law within the United States
- Continuous membership in good standing (dated within last 4 months) the bar of any state or the District of Columbia, is required
- In accordance with the provisions of the Joint Ethics Regulations, the incumbent must file a Confidential Financial Disclosure Report, Office of Government Ethics (OGE) Form 450, on an annual basis
- Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement
- Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
- Employee is required to maintain Continuing Legal Education (CLE) currency as established by incumbent’s bar.
- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program
- Position is centrally managed and PCS is authorized.

- Employee is required to obtain and maintain the appropriate security and program clearance necessary to execute the duties of this position.
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Federal acquisition law (to include knowledge of sophisticated source selections and systems type acquisitions), contracts (including knowledge of cost-technical trade-offs and FAR Cost Accounting Standards issues), and grants, cooperative agreements, and Other Transaction Agreements.
Ability and skill rendering authoritative written and oral legal opinions involving extremely complex and difficult legal problems resulting from the various stages of contracting, acquisition, and procurement management.
Ability to communicate orally with a wide range of individuals, of varying ranks and from various backgrounds.
Ability to support preparation and presentation of dispute cases for hearing before such arbiters as the Armed Services Board of Contract Appeals, the U. S. Court of Federal Claims, Government Accountability Office, or U.S. District Court.
Knowledge of Federal fiscal laws, rules, and regulations.
Ability to serve as a Federal government legal representative on panels, boards, committees, reviews, etc.
Knowledge of administrative and civil law applicable to military installations or other Federal organizations, knowledge of the Air Force Legal Assistance program, and knowledge of administrative and civil law applicable to legal assistance matters.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
