You will serve as a EXPLOSIVES SAFETY SPECIALIST in the OPERATIONS N3 DEPARTMENT of NAVBASE POINT LOMA.

Duties

You will review the Hazards of Electromagnetic Radiation to Ordnance (HERO) Emissions Control (EMCON) Bill for accuracy and currency. You will deploy training classes and safety briefs that address explosives safety principals to fulfill requirements set by directives. You will inspect a variety of explosives operations or facilities to identify and eliminate or mitigate potential hazards and threats. You will advise others on explosives safety standards, practices, or procedures to minimize potential safety hazards.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Employee is required to meet training requirements identified in the Explosives Safety Community Management Plan for 200 level as part of the Individual Development Plan as established by the Supervisor.
  • The employee must complete the training or recertification within 24 months.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Interpreting and applying explosives safety, practices, procedures, laws, regulations and policies to carry out an explosives safety program; 2) Determining causal factors contributing to mishaps and/or hazardous working conditions and developing corrective action; 3) Inspecting facilities to determine compliance with standard operating practices and locate potential areas for mishaps; and 4) Developing and/or conducting detailed explosives safety training.
