This position is located in a State office of the Natural Resources Conservation Service (NRCS), U.S. Department of Agriculture (USDA). The incumbent serves as Program Analyst with responsibility for carrying out functions that support the management and delivery of Farm Bill programs in the state.

Duties

Utilizes, tracks and coordinates data in available databases such as: Easement Acquisition and Monitoring Tracking Spreadsheets, ProTracts, NEST, FundManager, and SharePoint sites. Assists with developing and improving processes, policies, systems and procedures relative to all Farm Bill Programs to ensure effective and efficient program management activities and programs are operating to meet established goals. Works with other staff at the State Office to develop strategies, action plans and needed corrective measures in order to assure delivery of quality guidance to field office and easement team staff in accomplishing Farm Bill Program objectives. Responsible for the organization and maintenance of official state office Farm Bill Program contract files, records and manuals. Serves as the point of contact for Program Assistants for Farm Bill Program contract obligations and contract modifications.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-7 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-5 grade level in the Federal service, performing the following duties: Assisting with interpreting regulations and guidelines pertaining to various program missions and goals; Assisting with reviews and analyses of systems and procedures; and Discussing factual information related to findings and conclusions with management. (Your resume must CLEARLY demonstrate this experience) OR Education: Must have one full year of graduate level education in an accredited or pre-accredited college or university in business, operations management, or other directly related field. (You must submit transcripts.) OR Combination: Must have a combination of graduate education and specialized experience as listed above. To determine your combination, first compute your experience as a percentage of the specialized experience listed above; then determine your education as a percentage of the graduate education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (MUST SUBMIT TRANSCRIPTS.) OR Superior Academic Achievement: Must meet the requirements for Superior Academic Achievement. To qualify for SAA, you must have completed all requirements for a bachelor's degree in a field of study that demonstrates the competencies required by this position and meet ONE of the following:1) A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.2) A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in the applicant's major field of study, or those courses in the applicant's major completed in the last two years of undergraduate study.3) Rank in the upper one-third of the applicant's class in the college, university, or major subdivision.4) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. (MUST SUBMIT TRANSCRIPTS). GS-9 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-7 grade level in the Federal service, performing the following duties: Preparing reports and briefings regarding conservation program matters to management; Developing spreadsheets to monitor, track, and extract information; Analyzing data to evaluate a conservation program's performance; and Evaluating methods and techniques to solve problems associated with a conservation program. (Your resume must CLEARLY demonstrate this experience) OR Education: Must possess two years of progressively higher level graduate education leading to a Master's degree or Master's or equivalent graduate degree in business, operations management, or other directly related field or LL.B. or J.D., if related. NOTE: You MUST submit supporting academic transcripts. OR Combination: Must possess a combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Note: Only graduate level education beyond the first year or 18 semester hours may be combined with specialized experience.
